Impunity Watch (IW) is an international NGO working to ensure transitional justice delivers redress for grave human rights violations and contributes to uprooting systemic impunity. We support victims, survivors, and affected communities to overcome impunity and to obtain justice.
Context
At IW, we are expanding our programming on the African continent with a new regional strategy. A significant priority is support to youth engagement in transitional policy and practice, connecting youth and communities affected by violence to the national, continental, and international level. As part of this, we are set to launch a new pilot project in Chad. The pilot’s objective is to produce a victim-driven strategy for transitional justice and to strengthen the agency and capacity of victims and youth to mobilise collectively. The pilot will be implemented until the end of 2028, with a decision on whether to expand the project to a longer-term engagement scheduled towards its end.
We are recruiting a consultant Finance and Project Officer to support the set-up and implementation of this exciting pilot. The Finance and Project Officer will work under the supervision of a Project Coordinator and in close collaboration with the Head of Africa Regional Programme. The role is structured as 70% finance and 30% project support, reflecting the priority placed on financial compliance, accountability, and the administrative integrity of the pilot in an environment without an IW office.

Job description
The Finance and Project Officer will support the set-up and implementation of the pilot project in N’Djaména, working collaboratively with a Project Coordinator based in N’Djaména and the Head of Africa Regional Programme.
The Finance and Project Officer will be responsible for the financial management of the pilot and for a limited number of project support activities. Our ideal Finance and Project Officer combines rigorous financial management skills with a working knowledge of project implementation in complex or fragile settings. They are meticulous, proactive in identifying compliance risks, and capable of managing financial processes with minimal administrative infrastructure around them.
Experience with donor-funded projects is required. Familiarity with transitional justice, peacebuilding, or human rights programming is an advantage, but is not essential. Fluency in French and strong proficiency in Arabic is required; a good grasp of English is needed.

Responsibilities: Financial management (70%)
The Finance and Project Officer will be responsible for:
- Maintaining accurate and up-to-date financial records for the pilot project in line with IW financial procedures and donor requirements.
- Processing project expenditures, payments, and reimbursements in a timely and compliant manner.
- Preparing monthly financial overviews and cash flow projections.
- Supporting the preparation of donor financial reports, ensuring expenditures are correctly allocated, documented, and presented in line with internal and donor requirements.
- Monitoring the project budget, tracking expenditure against budget lines, and flagging variances or risks.
- Maintaining a well-organised filing system for all financial documentation, including invoices, receipts, contracts, and bank statements.
- Supporting financial oversight of partners, including reviewing financial reports and expenditures.
- Ensuring compliance with procurement procedures, supporting tenders and contracting of goods and services.
- Liaising with IW’s finance team in The Hague on financial processes, operations, and audit readiness.
- Supporting the preparation of audit documentation and responding to audit-related queries as required.
Responsibilities: Project support (30%)
The Finance and Project Officer will:
- Support the Project Coordinator in tracking activity implementation against the project workplan and log frame.
- Assist in the logistical organisation of project activities, including workshops, trainings, and stakeholder engagements, with particular attention to budget compliance in activity planning.
- Maintain project documentation, including activity reports and procurement records.
- Support the drafting of narrative reports as needed, drawing on activity documentation and financial data.
- Liaise with project partners on administrative and financial matters, including the submission of reports.
- Support the Project Coordinator in monitoring partner compliance with grant conditions.
- Support internal coordination, including providing updates on financial and administrative progress.
Responsibilities: Overarching
- Maintains a pre-emptive approach to identifying and resolving administrative and financial challenges.
- Supports the establishment of functional financial and administrative systems at the outset of the pilot.
- Ensures financial and administrative practices are consistent with internal policies and donor requirements.
- Contributes to a collaborative and well-coordinated working relationship with the Project Coordinator and the Head of Africa Regional Programme.

- Minimum of 3 years’ experience in financial management within an NGO or international organisation.
- Demonstrated experience with donor financial requirements, including budget monitoring, financial reporting, and procurement compliance.
The following would be considered a plus:
- Experience setting up or strengthening financial systems in a new or resource-limited office environment.
- A professional qualification in accounting or financial management.
- Familiarity with transitional justice and/or human rights.
