Organisational background
Action Contre la Faim (Action Against Hunger) has been conducting humanitarian programs in Somalia Since May 1992. Currently, AAH is conducting its humanitarian activities in Somalia focused on treating and preventing malnutrition, increasing access to clean water and appropriate sanitation, strengthening the food-security and the livelihoods and thus boosting the resilience of communities in Somalia as well as emergency response via program bases in Somalia.
Goal: The Food Security and Livelihood Field Officer is in charge of all food security and livelihoods interventions for ACF in Eyl district in Puntland. The position is based in Somalia –Eyl. The role reports hierarchically and technically to the FSL Program manager
The FSL Field Officer’s core responsibilities will include but not limited to the following:
Objective 1: Develop a strong baseline for food security in the operational area
- Ensure participatory food security and livelihood assessment amongst different livelihood groups
- Conduct monthly market assessment to keep track of price changes for essential commodities
- Facilitate post-distribution monitoring
- Ensure that the selection process for farmers/community groups be supported are clear and transparent.
Objective 2: Provide technical support in the areas of livelihood assessments, surveys and other facilitation of beneficiary groups in order to ensure the future sustainability of the activities
- Provide support to and participate in assessments and surveys that affect the project beneficiaries
- Facilitate exchange-visits and similar activities for beneficiary groups to relevant sites/locations within the region and beyond to learn best practices in their specific IGA’s
- Create sustainability mechanisms for the activities implemented
- Working with the field coordinator, Plan and implement capacity building activities that will ensure sustainability in the long term
Objective 3: Monitoring, Evaluation and reporting of all food security and livelihoods activities
- Provide timely preparation and submission of field visit and monthly reports
- Participate in the preparation of project quarterly and annual review of training tools and materials
- Develop and maintain detail data of the groups supported by ACF including names, identity card numbers, and support provided in form of trainings, equipment and infrastructural development.
- Work closely with the organized groups to support the groups in keeping proper records of their activities including planned activities, meetings/ meeting minutes, group harvests and sales
- Carry out geospatial mapping of the livelihood groups sites
- Keep diary of planned interventions for each community with a clear schedule.
- Prepare and submit quality monthly reports on activities highlighting against planned achievements, impacts and recommendations.
- Take lead in developing and submitting case studies/success stories and lessons learnt based on the community activities
Objective 4: Networking and Collaboration with stake-holders
- Work closely with ACF and communities to ensure complementarities among different project activities
- Liaise with government departments and organizations with similar interventions
- Participate in the project area forums for stakeholders and grass-roots communities
- Attend food security and livelihoods cluster coordination meetings.
Educational & Professional background:
- Bachelor’s Degree Agriculture, Animal Production/Health or related field with 3 years working experience in food security/livelihoods programme with NGOs
- Certificate in Basic Computers
Required Skills and Competencies:
- Excellent planning, organizational and report-writing skills;
- Good facilitation and interpersonal skills
- Demonstrated leadership skills
- Self-motivated and reliable
- Works with minimal supervision
- Experience and knowledge of working with pastoralists in Somalia
- Understanding of the local language
- Proficient in MS Excel, MS Word and Outlook Familiar with Somalia Context and Culture
