In May 2017, the intervention is being expanded to Lainya county, where Tdh covered the water and sanitation needs, as well as a reinforcement of the health system through the intervention in nutrition, mother and child care. In September 2017, Tdh launched a school feeding program in Yei to complement the distribution of WFP dry food rations with vegetable and animal products (vouchers) and establish gardens at 36 schools. A Child Protection project was launched on February 2018 and a Wash in Schools intervention is expected to start this August. Our permanent team is Yei is composed of 5 International and 42 National staff. MSF and Handicap International have office & staff accommodation inside the same (church) compound than Tdh. Yei is located in a rural & remote area, with movement restrictions and curfew. The compound offers basic housing commodities (single room with shared sanitary facilities).

Context :

The FSL Project Manager is assisting and working under the supervision of the Field Coordinator. He/She is in charge of the direct implementation and supervision of the Tdh FSL intervention in the area.

He/she will be managing a team of 10 national staff and liaise with local partners , government bodies and international and national organization

He/she works in complete line with the FSL project strategy defined for the intervention.

He/she works in close coordination with the governmental and non-governmental agencies, and participates actively in the coordination system, to develop, monitor and orientate the project.

He/she works with all relevant authorities at district and community level (civil, religious, police, militaries and all other services) for a better implementation, acceptance and ownership in improving the living conditions of affected populations in South Sudan.

He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Protection Policy.

Terre des hommes expects that its contractors’ professional conduct reflect proper behavior in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.

Responsibilities :

Project Management:

  • Develops, implements and monitors the FSL project, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets.
  • Ensures that activities are appropriately monitored and evaluated and proposes, when deemed necessary, amendments to the implementation strategy.
  • Follows up on the FSL situation in South Sudan, particularly in Equatoria, and activities’ impact and propose adjustments of the project strategy if needed.
  • Ensures the financial management of the project i.e. Budget development, forecast, OFU and BFU.
  • Prepares timely purchase requests in line with the procurement plan.
  • Supports required actions by the administration related to team management and supervision.
  • Identifies logistic and admin support needs related to the project and communicate these to the relevant log/admin support person(s).
  • Regularly monitor activity indicators, program results and contextual monitoring.

Reporting, monitoring, communication and planning:

  • Ensures donor and internal reporting : Writing of the narrative monthly, quarterly, intermediate and final reports, according to the templates and requirements.
  • Provides information to the field coordinator.
  • Participates in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision.
  • Participates in assessments in its geographical zone of intervention or outside.
  • As requested by his/her Line Manager, takes part in the definition of strategic orientation for the mission, be it in the operational or in the technical part.
  • Planning of activities. He/she must provide activity planning for all the duration of the project, as well as monthly and/or as requested.
  • Creates and applies a communication and visibility plan in the project(s) under his/her responsibility.
  • Designs, and ensures the correct implementation of a monitoring plan for the activities and staff of our local counterparts.
  • Designs, and implements correctly, a data gathering system and tools as needed for the implementation of the project.
  • Ensures the capitalization of lessons learnt and good practices in formal documents.

Coordination and representation:

  • Represents the organization at the FSL cluster meetings in Yei town.
  • Ensures the correct integration of Tdh’s Food Security activities and strategy in the Ministry of Agriculture’s plans, policies and regulations.
  • Coordinates and solves potential duplication issues with other Food Security actors.
  • Participates, as requested by his/her Line Manager, in the preparation and writing of food security proposals.

Team Management & Human Resources Management:

  • Identifies, recruits, trains and manages staff.
  • Ensures staff care.
  • Ensures the whole team has a clear understanding of the Tdh mandate and project.
  • Ensures a positive working environment and good team dynamics (solve out potential conflicts), organise and lead coordination meetings and evaluate the staff under his/her direct responsibility on a regular basis and pass on the evaluations and recommendations to HR.
  • Ensures the communication contract is implemented within his/her team(s) and project teams.
  • Creates conditions for a good flow of operational information from delegation – field – delegation (verbal exchanges, e-mails, sitreps, reports, etc.).
  • Ensures overall compliance with the Tdh HR procedures and those of the country (fairness, transparency).
  • Participates in the delegation coordination meetings.
  • Ensures and supports the accountability of the national teams in a gradual process of delegation and nationalization of managerial posts.
  • Develops his/her subordinates’ self-reliance and encourage collaboration.

Security:

  • Complies with Tdh Security Regulations.
  • Ensures Staff safety and informs staff on security rules as defined.
  • Reports any security/safety incident and/or risk to the Field coordinator.

Profile :

  • Bachelor / Master’s Degree in Agriculture or Agronomy.
  • At least 3 years ‘ managing Food Security projects with INGOs in crisis affected areas.
  • Central / Eastern Africa experience desirable.
  • Strong experience of managing Cash for Work & voucher – based assistance.
  • Knowledge in livestock management.
  • Work with CBOs and local NGOs as implementing partners.
  • Excellent level of English, written and spoken.
  • Experience working and living in remote environment.

Please be advised that living conditions in the field (volatile security context, basic living conditions, shared showers/toilets, curfew, restriction of movements, etc.) can be challenging and although Tdh does the necessary to ensure security and wellbeing of the staff, people used to a certain level of comfort might not feel at ease in the field.

Salary :

Expatriate contract under Swiss labour code 2’950 CHF (~2’550 €) < > 4’300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
