Africa Field Epidemiology Network (AFENET) is the umbrella organization for applied epidemiology training, programs in Africa. It oversees the Field Epidemiology (and Laboratory) Training Programs (FETP) in 16 countries of Africa. It has been vested with the responsibility of implementing Lagos AIDS Indicator Survey (LAGAIS) in the State. In view of this, AFENET is recruiting men and women with field work experience to gather the Lagos data across the 20 Local Government Areas of Lagos State.

Malaria LGA Focal Person

Duration of contract: One year
Work Hours: Full time

Job Description
The basic functions of the position are:

  • Provide assistance in planning and implementation of malaria activities in intervention LGAs,e.g. implementation of NSTOP- malaria flagship program.
  • Assist in assessing needs, opportunities and approaches for strengthening malaria activities.
  • Assist in organizing and facilitating malaria capacity building of health facility (HF) staff in collaboration with LGA Primary Health Care.
  • Participate in insecticide treated net campaign preparations and implementation of micro planning, training, logistical support, supervision, monitoring and evaluation as part of the LGA team.
  • Work with LGA Director of Primary Health Care, LGA monitoring and evaluation (M&E) team and community leaders to identify and train community level workers to conduct data collection for malaria M&E efforts.
  • Establish and maintain active communication and collaboration with related US President’s Malaria Initiative (in Zamfara), UK Department for International Development (in Kano), their implementing partners, and other malaria donors in focus LGAs, in provision of planning, training, review meetings, supportive supervision and documentation.
  • Work with HF staff to engage community and religious leaders and Malaria-NSTOP target communities in malaria prevention activities.
  • Assist LGA staff on carrying out supportive supervision for HF staff.
  • Prepare monthly technical reports/documents on Malaria-NSTOP services in the LGA.

Requirements

  • A good bachelor’s degree in Medicine, Veterinary Medicine, Sciences or Public Health is required; additional qualification in public health will be an advantage.
  • At least 2 years of prior working experience on malaria elimination programs or other related public health programs with NGOs, UN organizations, Government agencies or Ministries.
  • Level IV (fluency) Speaking/Writing in English is required. Must be fluent in Hausa and any other local language spoken in Northern Nigeria.
  • Comprehensive knowledge of malaria elimination strategies, Local Government Structure and Primary Health Care system in Nigeria.
  • Experience working or interacting with nomadic or other migrant communities, and inhabitants of hard-to-reach settlements will be an advantage

Data Technical Officer

Responsibilities
The responsibilities of the Data Technical Officer include:

  • Developing and implementing integrated District Health Management Information Systems (DHIS) for Routine Immunization data, semi- permanent data, and survey data.
  • Manage information, communications and technology ICT Solutions, materials and experiences developed by DHIS Developers.
  • Conduct DHIS Training for health workers, LIOs, PHCCs, SIOs, Ministry of Health officials and other agencies at LGA, state and national levels. He/she will also develop DHIS training Programs.
  • Use communication and information technology to support health structures.
  • Data cleaning, sorting, pruning, storing and archiving and analysis of data.

Job Description
The responsibilities of a Monitoring & Evaluation Officer:

  • Support the design and implementation of the Monitoring and Evaluation (M&E) function for the NSTOP including monitoring progress towards achievement its objectives.
  • Provide technical input into monitoring and evaluation components of funding and project proposals
  • Provide technical assistance on evaluation design, methods, and implementation.
  • Provide technical assistance to program/staff to develop, update and implement monitoring and evaluation of their programs/projects.
  • Support implementation, analysis and reporting for NSTOP program

  • The DHIS 2 Senior data manager will serve as the overall DHIS2 team lead for DHIS2 data.

DHIS 2 Data Manager

Responsibilities The responsibilities of the data manager include:

  • Ensure that DHIS 2 data generated is properly managed and analyzed to facilitate data-driven decision making
  • Design data collection instruments and databases as needed to improve DHIS 2 reporting
  • Train state and LGA team on data collection and electronic data entry
  • Train national program officers on DHIS 2 Routine Immunization module
  • Provide support to state and LGA team to ensure DHIS 2 data quality
  • Regularly analyze collected data and provide feedback to state and LGA team

Certifications, License, Physical Requirements or other Expertise Required

  • Masters Degree (or equivalent) in Data Management, Epidemiology, Public Health or related field

Prior Work Experience:

  • Possess at least 3 years experience in data management, and or working with public health surveillance/monitoring and evaluation system
  • Experience working with District Health Information System 2 (DHIS2)
  • Experience in Routine Immunization (RI) at the LGA or state level.
  • Experience in Programming Languages such as Python, C++, PHP, Net and other relate languages.
  • Experience in GIS Map analysis (ARC GIS, QGIS, Health Mapper)
  • Must also have previous experience working with DHIS.
  • Experience with STATA, MathLab, SPSS, CSPRO, Epi Info, SAS

Knowledge Requirements Language Proficiency:

  • Level IV English (fluency in both written and oral) is required.

Job Knowledge:

  • A good understanding of public health, data compilation and management and data analysis.
  • In addition, experience or knowledge of immunization and public health surveillance systems is an advantage.

Skills and Abilities:

  • Possess advanced data management and analysis skills and proficiency with data management software (EPI-lnfo, Microsoft Excel, Access, SAS, SQL, or STATA).
  • Experience with web-based applications is desired.
