CARE South Sudan is a sub-recipient to World Vision for the second phase of Fortifying Equality and Economic Diversification (FEED) project. The objective of the project is to empower women to remove barriers to a) managing the risks associated with food security, b) participating in the production and sale of agriculture and c) participating as leaders in their communities. Over five years, the project is designed to narrow gender gaps in agriculture.
CARE seeks to recruit a passionate and committed individual as a FSL Project Manager to champion this change on our behalf. The purpose of this position is to provide programmatic and operational leadership within the FEED team. The FSL Project Manager will coordinate the successful start-up and possibly eventual transition of the FEED project, including completion of all activities by the donor deadline, writing and submission of the final report, asset disposal, final evaluation and audit. S/he will have the principal responsibility for overall project management ensuring that the FEED project tasks are completed on time and budget and that project objectives are successfully met.
The FSL Project Manager will liaise with World Vision regarding implementation of activities and management matters relating to the agreement. S/he will report to the Deputy Country Director, Programs. The position will be based in Torit, with regular visits to project areas within Greater Eastern Equatoria and Jonglei States.
Responsibilities:
- Strategically guide the project, providing strong leadership and ensuring technically sound decision-making processes
- Monitoring, Evaluation, Accountability and Learning (MEAL): in consultation with the Area Managers ensure that there is effective monitoring system in place to track activities, budget allocation and financial expenditures
- Ensure that appropriate management practices are being used in project implementation and the Monitoring and Evaluation systems are being used to provide timely management information
- Lead planning and implementation of projects and oversees all aspects programmatic, financial, administrative, personnel management
- People management: supervise the project staff and provide technical oversight during detailed planning and implementation
- Responsible for the annual work plans preparation, identifying external technical support needs
- Ensure all project resources are being used efficiently, effectively and transparently towards meeting project objectives
- Organize program meetings with project staff to follow-up on project progress and recommends as required corrective measures to address gaps.
- Resource mobilization and program development
- Representation, liaison and coordination
Qualifications:
- Bachelor’s degree in agronomy, agriculture economics, agribusiness, food security and community development, with 10 years’ experience implementing FSL projects in a resilience setting. or equivalent combination of education and work experience
- Excellent communication and interpersonal skills
- Minimum 2 years’ experience managing diverse teams and resilience programming
- Demonstrated skills in program planning, implementation and monitoring
- Supervisory, training delivery and teamwork abilities
