Pact seeks an experienced Gender and Social Inclusion Lead for the anticipated Foreign, Commonwealth, and Development Office (FCDO) Zimbabwe Accountability and Citizen Engagement (ZIMACE) Project. This anticipated activity will promote active citizen engagement and accountability in key economic, social, and political issues in Zimbabwe for enhanced accountable governance. The GESI Lead will be responsible for overseeing the execution of the program’s strategy, ensuring that gender and social inclusion issues are addressed and that women, youth, people with disabilities, and other members of marginalized groups are proactively and seamlessly integrated into the program design, implementation, and monitoring and evaluation. This position is contingent upon project award and funding.
Key Responsibilities
- Lead the design and integration of a Gender Equity and Social Inclusion Framework and Analysis that will contribute to the overall program strategy.
- Lead the development of an evidence-based GESI strategy anchored on local evidence, baseline assessments and GESI situational analyses, and FCDO priorities to integrate gender and social inclusion into all project activities;
- Lead the project’s in-depth GESI Assessments and the development of action plans informed by findings in the data
- Ensure gender integration in all data collection processes
- Ensure subgrantees and consortium partners comply with the ZIMACE project’s GESI strategy;
- Develop and lead the implementation of a gender-transformative and socially inclusive program strategy in close collaboration with team members and program partners,
- ensure that the GESI strategy empowers women to participate and lead project activities as appropriate.
- facilitate and strengthen engagement and partnerships with relevant CSOs, government agencies, the private sector, and other donor-funded projects to amplify the implementation and inform adaptation of GESI strategy.
- Contribute to project planning, ensuring that annual work plans, budgets, and other relevant documents are responsive to gender and social inclusion issues.
- Document GESI related successes, lessons learned, and challenges in implementation and recommend appropriate remedial strategies
- Support the program’s MERL staff to collect and analyze indicators related to gender and women’s engagement/empowerment, and youth and other socially marginalized groups and update the program strategy, as required.
- Ensure the integration of GESI-sensitive indicators and strategies into the project’s monitoring, evaluation, and learning (MEL) plan.
- Provide and/or ensure the provision of training and mentoring to partners to strengthen their capacity to address gender disparities, women’s inclusion, youth integration, and intersectionality as they pertain to civic engagement.
Basic Requirements
- Bachelor’s degree in a relevant subject area, such as women’s studies, international development, political science, or a related field.
- Minimum of 7 years of experience working on gender integration and inclusive approaches to citizen engagement and civil society development.
- Successful experience providing technical assistance to support the integration of GESI issues in donor-funded projects.
- Demonstrated knowledge of and experience in addressing gender disparities and cultivating opportunities for women’s leadership and participation Demonstrated capacity to lead the collection, analysis, and utilization of data and information from a broad range of sources to ensure effective integration of GESI concerns in project programming.
- Experience integrating GESI into monitoring, evaluation, and learning plans.
- Demonstrated ability to design and/or implement programs that engage and mobilize women, youth, and/or other marginalized groups.
- Demonstrate experience working with civil society advocacy organizations and networks, capacity building, and governance issues.
- Ability to develop and maintain strong relationships with civil society, government, and community stakeholders.
- Demonstrated skills in problem-solving and consensus-building.
- Fluency in English and at least one other local language
- Ability to travel within Zimbabwe when health and safety concerns regarding COVID-19 diminish
Preferred Qualifications
- Fluency in one or more official languages of Zimbabwe (aside from English).
- Demonstrated experience working in highly adaptive programs
- Zimbabwean nationals are strongly encouraged to apply.
