Overview

Creative is seeking a Gender Equity and Social Inclusion (GESI) Advisor to lead the integration and improvement of the quality and relevance of GESI activities in for an anticipated USAID-funded program aimed at enhancing the Libya’s High National Election Commission’s (HNEC) capacity to organize and hold elections. The program will also support the increase in demand for credible elections from the Libyan public by enhancing the capacity of local civil society organizations to advocate, observe, and support democratic processes. The GESI Advisor will be based in Libya, with the exact location to be determined. They will provide guidance on gender and social inclusion mainstreaming throughout project implementation and will be responsible for gender and social inclusion analysis and program strategy.

Reporting and Supervision:

The GESI Advisor will report to the Chief of Party.

Expected Outcomes:

  • The project’s gender equality and social inclusion strategy is implemented in compliance with project work plan and client expectations;
  • The project meets or exceeds required GESI indicators established in the performance monitoring plan (PMP) and client reporting requirements; and
  • The project successfully builds organizational capacity in project partners, government, and stakeholders to incorporate gender equality and social inclusion strategies and approaches that contribute to sustainability beyond the life of project.

Responsibilities

  • Conduct baseline GESI analysis; working with project team and partners to co-design a GESI strategy;
  • Conduct project staff and partner training to ensure that all staff are engaged and allied to work as one-team to support and mainstream GESI;
  • Provide oversight and contributions to the activities and grant development process that will ensure that the process is equitable, accessible, and inclusive to minority and women-owned and operated entities;
  • Work with technical team and potential beneficiaries, partners and/or grantees to ensure that all programmatic training and technical assistance provided by the project exemplifies best practice in gender and inclusion;
  • Contribute to monitoring and evaluation activities focusing on GESI; and
  • Support the design and implementation of GESI related indicators.

Qualifications

  • Bachelor’s degree in social studies, women’s studies, international development, or a related field; Master’s degree preferred;
  • At least five (5) years of technical experience in donor-funded gender and social inclusion programming, USAID experience preferred;
  • Experience and knowledge of issues related to women, youth, and social inclusion in the context of governance, conflict prevention, and resilience-building are required;
  • Experience and knowledge of issues related to women, youth and social inclusion in West Africa
  • Professional proficiency in English and Arabic is strongly desired.
