Background

SoCha, LLC is contracted to provide Monitoring, Reporting, and Capacity Strengthening (MRCS) support to complement and augment USAID’s Sahel Regional Office (SRO) performance management of activities within its portfolio. Over a period of five years (2023-2027), MRCS will provide this technical assistance to the Sahel Regional Technical Office, Sahel Regional Program Office, the Niger Mission, the Burkina Faso Country Office, the Bureau for Humanitarian Assistance (BHA) Resilience Food Security Activities (RFSAs) in Niger and Burkina Faso, as well as limited support to other SRO-supported countries.

Scope of Work and Responsibilities:

MRCS, implemented by SoCha, seeks a short-term consultant to provide technical support for its evaluation team in the implementation of a gender analysis in the Sahel region. MRCS seeks to hire one consultant in each of the following countries: Burkina Faso, Mauritania, Gambia, Chad, Guinea-Bissau, and Cape Verde.

The Consultant will conduct high-level key informant interview, review key gender document related to his/her country, process and analyze secondary and primary data collected in his/her country, and develop a gender country profile for his/her country. S/he will also provide actionable recommendations on gender considerations, especially concerning USAID-funded activities. The consultant’s responsibilities will include but are not limited to:

  • Conducting a general literature review on the status of gender issues in the country covered to include:
    • Policy and legal frameworks.
    • Gender roles and norms.
    • Access to and control over resources and opportunities.
    • Social, economic, and political participation.
    • Division of labor.
    • Violence and discrimination.
    • Intersectionality.
    • Good/best practices on gender considerations.
  • Conducting high-level key informant interviews (government entities staff, academics, CSOs/NGOs staff, etc.) in the country covered.
  • Leading data processing and analysis, and develop the gender country profile.
  • Incorporating into evaluation report pertinent information from any identified additional resources.
  • Participating in regular check-in calls with MRCS staff, as required.

The consultant will be contracted by SoCha and will report directly to the MRCS Technical Director while closely collaborating with the Assessment Team Lead. Deliverables from the consultant will include:

  • Draft gender country profile, due one month after the contract is signed.
  • Availability to provide answers to comments from the Team Lead, the MRCS Evaluation, Assessment, and Study team, and USAID on the evaluation drafted report.
  • Final report due three days after receiving MRCS and/or USAID comments.

Minimum Qualifications and Experience

  • Master’s degree in gender studies, social sciences, or other related master’s degree required.
  • At least five (5) years of expertise working in the Sahel context, specifically in conflict-prone, low-resource and insecure areas.
  • High-level of technical expertise on gender assessments required.
  • Ability to work independently to produce results within a defined timeline.
  • Strong communication skills, excellent client relations.
  • Expertise in one of the following countries: Mauritania, Gambia, Chad, Burkina Faso, Guinea-Bissau, or Cape Verde.
  • Excellent English or French writing skills required.

Location

This Scope of Work will be carried out in one of the following countries: Burkina Faso, Mauritania, Gambia, Chad, Guinea-Bissau or Cape Verde. MRCS will recruit one consultant in each of the country and the selected candidate must be based in the country s/he applied for.

LOE and Period of Performance:

The work will be carried out from May 5 to August 31, 2024. The LOE is a maximum of 20 days.
