Organizational Setting

In the context of the WHO Country Office and health emergency operations, the incumbent will assist and support GIS systems, collect, analyze, update, and maintain geospatial datasets, collect field data, create maps and other cartographic products, as required, to enable country operations in an emergency, take strategic decisions. Reporting to the Information Management officer, under the overall guidance of the Head, WHO Country Office, and working closely with counterparts at the respective regional office and HQ, the incumbent will take a lead support role for GIS activities at the country level. He/she will assist in the collection, analysis, updating, and maintaining of geospatial datasets about the outbreak and/or health emergency in a country. The incumbent interacts with counterparts in other UN agencies, health cluster, national authorities and other health partners to maintain a library of geospatial data including incident specific datasets and base data. S/he will have ongoing contacts with other country offices, regional offices and headquarters.

Major Duties and Responsibilities

  1. Provide input and assist in developing effective tools and processes to collect, manage and combine spatial datasets.
  2. Support geospatial analysis on collected datasets; create maps, infographics, and other cartographic products on a regular and ad-hoc basis; in response country office needs.
  3. Clean geospatial datasets and associated attributes across incident management system specific datasets.
  4. Participate in field data collection efforts as necessary using different data collection techniques such as mobile data collection devices and applications.
  5. Maintain GIS data between different systems for GIS data storage.
  6. Adaptation of tools to join together different GIS datasets and create new information or investigate patterns, e.g. estimating the number of people affected by the emergency/incident, etc.
  7. Perform all other related duties as assigned.

Qualifications

Educational background

Essential

First level university degree in geography, cartography, GIS, information management, engineering,

geometrics, computer or earth sciences from an accredited/recognized academic institution.

Desirable

Postgraduate courses in GIS.

Professional experience and knowledge

Essential

At least two years of relevant experience, in GIS management, using different GIS tools such as QGIS, other open sources, GIS software and/or ArcGIS Online. Experience in supporting field data collection in an emergency or humanitarian context.

Desirable

  • Experience in emergency disaster and health outbreak response, particularly in developing countries.
  • Prior humanitarian working experience at field level, with WHO/UN agencies, health cluster partners,
  • recognized humanitarian organizations or with an international nongovernmental organization.

Functional Skills

    Essential: Fluency in Somali language and Expert of English.

    Monthly Salary:

    The monthly salary for this position is USD 3,197.80.

    Contract Duration: 6 months. Extension is subject to need, funding availability, and good performance.
