BACKGROUND

The University of California San Francisco (UCSF) is engaged in a five-year Cooperative Agreement with the U.S. Centers for Disease Control and Prevention-Kenya (CDC-Kenya) to provide technical assistance to the Ministry of Health and its partners for conducting HIV and STI surveillance and survey activities, as well as program monitoring and evaluation. We are recruiting an individual through our affiliated international NGO Global Programs for Research & Training (Global Programs) to serve as GIS Specialist. This position requires a one-year commitment, with the potential for extension at the end of the period, subject to funding availability.

KEY RESPONSIBILITIES:

The GIS specialist’s key responsibilities shall include:

  • Lead technical support for the implementation and operation of GIS related work in Global Program’s projects
  • Lead GIS analysis, modeling and reporting to support program decision making.
  • Gather, analyze, and integrate spatial data and determine how best the information can be displayed using GIS
  • Produce maps for routine programmatic reports and non-routine (surveys, studies, formative assessments etc.)
  • Conduct research to locate and obtain existing databases. Compile geographic data from a variety of sources including censuses, existing maps, field observation etc.
  • Prepare GIS databases, maps, database reports and specialized queries to support various projects.
  • Write and maintain reports including program database reports, forms and queries
  • Evaluate program and user needs and requirements for GIS and further identifies and implements applications.
  • Develop training material and conducts training for stakeholders on new and existing GIS products.

MINIMUM REQUIREMENTS:

  • A Master’s degree in information technology, computer science or related field with five years of relevant working experience is required.
  • GIS certification or other training in database programs, GIS, geography and/or mapping.
  • Working knowledge of ArcGIS, ArcMap, ArcView, ArcGIS-Online, and Shapefiles or other vector data storage formats.
  • Mathematical and information gathering skills necessary to solve problems using the GIS suite of tools.
  • Ability to establish close working relationships with stakeholders including government agencies.
  • Effective communications skills so as to convey GIS/special information to non-GIS users in a meaningful way.
  • Ability to work effectively both alone and as a member of a team.
  • Knowledge of principles, practices, terminology, and trends in GIS usage as applied to public health is an added advantage. and
