Job Title: Global Procurement & asset management lead

Job Purpose: The ideal candidate will develop and maintain a global procurement & asset management policy and framework suitable for VSO. Maintaining guidance notes which assist users in demonstrating value for money in line with the VSO strategy, global portfolio of work, overall operating plan and fundraising requirements.

Responsibilities

Global Policy and expertise

  • Develop and maintain a global procurement and an asset management policy and related processes which demonstrate value for money in meeting the needs of the VSO strategy, operating plan, fundraising requirements and global portfolio of work.
  • Develop, maintain, and run procurement trainings. Induct new managers in Global teams in procurement management and policies.
  • Develop, maintain and run asset management trainings. Induct new managers in Global teams in asset management as needed.
  • Working closely with the Global Implementation Procurement and asset manager, IT and Global Finance Operations, ensure there is proper oversight, safeguard, record keeping and verification of assets globally.
  • Ensure adoption of the Procurement and asset management policies, in close liaison with the Implementation Procurement and Asset Manager for all project related procurements.
  • Provide information for risk management and analysis to the EB. Regularly report to the leadership team on spends and savings.
  • Provide advice on queries, interpret technical advice (rules or exceptions) for managers to make effective decisions. Input in the digitalisation of the procurement process.
  • Provide technical capacity into complex procurements, and bid/ proposal discussions with consortium members, donors or suppliers – either directly or indirectly at negotiation or set-up stage

Support to Global team members

  • Accompany Global team members in their procurement in particular complex procurement, eg tenders. Ensure all Global teams have a procurement plan.
  • Ensure all Global teams’ managers are trained and understand the Global procurement policy and asset management policy and their requirements.
  • Spot check Global team’s procurements to ensure they are properly documented.

Skills, Knowledge, and experience

  • Substantial experience in all areas of procurement and asset management in a global organisation including tender processes
  • MCIPS or equivalent experience
  • Experience of developing and implementing innovative and forward-thinking procurement and asset management initiatives
  • Experience of developing and implementing a procurement strategy and process
  • Experience of developing and implementing an asset management framework
  • Proven track record of identifying and delivering cost savings and efficiencies through procurement processes
  • Experience leading and supporting individuals and teams through change
  • Experience of developing training and running them
  • Experience of the International Development sector, including experience overseas
  • Knowledge of global institutional donors funding
  • Good IT skills, particularly Microsoft Office
  • Experience of managing a number of internal and external stakeholders
  • Excellent written and verbal communication skills, in particular an ability to create, present and explain procurement information clearly to managers and staff at all levels, both internally and externally to VSO. Able to lay out options and recommend courses of action
  • Good presentation skills, including collaboratively producing and delivering presentations. Chairing formal meetings ensuring positive outcomes and agreed actions.
