Strengthening Host and Refugee Population in Ethiopia (SHARPE) aims to increase livelihoods opportunities for refugees and host communities using the market systems approach. SHARPE will operate in 3 locations in Ethiopia, Jijiga, Dolo and Gambella, with a coordinating office in Addis. The programme is expected to last for 3.5 years.

 Role and responsibilities

The Grants and Compliance Officer will be responsible for the successful day-to-day delivery of SHARPE’s grant projects in line with the grant agreements held between SHARPE and its partner organisations. The Grants and Compliance Officer will support the Technical Team to identify potential grantees, supporting on selection procedures as well as identifying potential risks during the selection and during implementation of grants. This will include the management of vetting and due diligence processes, contracting and monitoring the delivery of the activities of grantees according to the grant workplan and agreements and SHARPE’s policies and procedures. The role will be responsible for reviewing the finance reporting of the partner organisations and working with the Finance Team in SHARPE ensuring the timely review and disbursements of grant payments.

 Grant systems and procedures

  • With support from the Finance and Operations Manager and the technical team, establish robust and transparent grants procedures in line with donor guidelines and the project design – ensuring robust management of the grant process from concept to disbursement and reporting.
  • Ensure full compliance with the grant agreement and grant processes.

 Grantee management

  • Evaluate grant applications and ensuring proper negotiation of the terms and conditions for grants
  • Lead on the vetting and conducting of due diligence for all grants – identifying areas of risk and providing recommendations to the management team\
  • Liaise closely with grantees to ensure understanding of and compliance with the grant’s management manual and procedures
  • Manage day-to-day operations of each grant under SHARPE.
  • Assess and, where necessary, build the capacity of grantees – including financial and administrative capacity building as well as capacity building on technical issues such as gender inclusion and policy analysis.
  • Monitor progress of grantee plans, manage risk.

Grant reporting

  • Ensure grants management records are uploaded into TAMIS (in house procurement system) efficiently and accurately and ensure TAMIS is always up to date
  • Work closely with Finance and Operations Manager on monitoring grantee compliance with financial management and reporting obligations and facilitating timely disbursements.
  • Track and document fund disbursement and estimated future spending – setting high but achievable disbursement and performance targets for the grant management of the project.

The Grants and Compliance Officer will report to the Finance and Operations Manager. The Grants and Compliance Officer will be based in Addis Ababa with frequent travel required to SHARPE’s hub offices in Dolo, Jijiga and Gambella.

Job Requirements

  • A bachelor’s degree in a relevant field.
  • Minimum of five years’ experience in a similar position.
  • Excellent understanding of grant project management – from solicitation to contracting, compliance, financial management, risk management, progress monitoring, etc.
  • Strong organisational skills and ability to coordinate a varied range of activities and relationships.
  • Budget development and financial analysis experience required
  • Excellent MS Excel and data based skills essential
  • Excellent interpersonal and cross-cultural communication skills.
  • Attention to detail and deadlines is essential.
  • Fluency in English essential
  • Basic knowledge of M&E approaches would be an asset
