WORK CONTEXT
CESVI has operated in Ethiopia since 2018, delivering integrated humanitarian and development programmes mainly funded by AICS, EFA, EU and the Italian Ministry of Interior. Its work focuses on anticipatory action, climate and economic resilience, sustainable livelihoods, and inclusive response for drought-affected pastoralist and smallholder communities. CESVI prioritizes disability inclusion, migration and trafficking response, and climate resilience. The organization operates in Borena (Oromia), Shebelle (Somali), and South Ethiopia regions (Konso and Derashe), with a field coordination office in Gode and Borena. CESVI’s technical strengths include DRR, AA, climate-smart agriculture, agroforestry, rangeland management, irrigation and watershed development, and inclusive value chain development. It supports communities through MPCA, drought-tolerant seeds, livestock health and restocking, and index-based livestock insurance (IBLI). CESVI currently implements five major projects: HORA BULA, Shabelle Drought and Conflict Response, NAGAA, Borena ASPIRES, and She-F.E.R.A. (Moringa).
These programmes integrate WASH, DRR, EWS, Livestock health, nutrition, peacebuilding, MPCA, restocking, and sustainable livelihood resilience. CESVI also strengthens early warning systems and links communities to national Anticipatory Action platforms.

Job summary:
The Grant and Reporting Officer, under the supervision of the Country Programme Manager will be responsible for managing the lifecycle of grants, ensuring donor and government compliance, and delivering high-quality reports. This role serves as a key link between programs, finance, and donors to maintain the financial and operational integrity of the CESVI Ethiopia mission. In addition the G&R officer will act as FP to liaise with the Clusters and other Coordination Groups sharing and updating the Info/Data of CESVI operation.
Responsibilities:
Grants Management
- Coordinate grant kick-off, review, and close-out meetings.
- Monitor grant performance against work plans and budgets (Expenditure tracking).
- Manage contract modifications, amendments, and No-Cost Extensions (NCEs).
Reporting
- Lead the drafting, editing, and timely submission of narrative and financial donor reports.
- Ensure reports meet high-quality standards and donor-specific formats.
- Maintain a comprehensive reporting tracker for all active grants.
- Maintain compliance of reporting to Clusters and other Coordination Mechanisms.
Compliance
- Advise staff on donor regulations (e.g., AICS, EU, ECHO, UN agencies).
- Ensure compliance with Ethiopian laws, including Civil Society Organizations (CSO) Agency requirements.
- Facilitate government permission requests (LOUs/MOUs) for new projects.
Partnerships
- Conduct due diligence and risk assessments for local partners.
- Support sub-grantees with capacity building on reporting and compliance.
- Review partner financial and narrative reports for accuracy.
Business Development
- Support proposal development by drafting budget narratives and editing technical sections.
- Conduct donor mapping and identify new funding opportunities.
Other Duties
- Perform any additional tasks related to grant as assigned by the Country Program Manager.
Essential requirements
- Bachelor’s degree in International Relations, Development Studies, Project Management, Humanitarian Action, Communications, Journalism, or related social sciences
- Minimum 5 years’ experience in grant management, donor reporting, or design proposals
- Experience in Project Cycle Management: A solid understanding of all stages, including design, implementation, Monitoring, Evaluation, Accountability, and Learning (MEAL), and close-out.
- Experience working with institutional donors (e.g., EU/ECHO, UN agencies, AICS or other Governmental Agencies)
- Proposal & Report Writing: Ability to draft compelling project narratives, design logical frameworks (log frames), and translate complex field data into clear, impact-oriented reports.
- Proficiency: near-native fluency in English (written and spoken).
Desirable
- Knowledge of Monitoring & Evaluation (M&E) frameworks
- Professional certifications in Project Management, Grant Management, or Accounting (PMP, PRINCE2, CPA, ACCA, etc.)
- Experience using grant management systems or financial software
Other Skills & Competencies:
- Proficiency in MS Office (especially Excel, Word and PowerPoint for reporting and presentations)
- Attention to Detail: Precision in proofreading, copy-editing, and ensuring strict adherence to donor templates and formatting.
- Time Management: The ability to juggle multiple competing deadlines and coordinate inputs from various technical teams under high pressure.
- Interpersonal & Diplomacy Skills: Strong coordination skills to work effectively with diverse stakeholders, including field staff, headquarters, and donor representatives.
- Integrity and understanding of compliance requirements
- Adaptability: Flexibility to work in fast-paced, often unstable, or remote environments with changing priorities
- Knowledge of Italian is a significant advantage
