Background

Action Against Hunger (ACF) Sudan mission is seeking immediate short-term support to enhance its grants management and proposal development capacities. With ongoing humanitarian needs and increasing donor opportunities, the mission faces tight deadlines and a growing need for high-quality, competitive proposals.

This consultancy aims to provide focused support in the development of proposals, ensuring compliance with donor requirements, and fostering effective coordination between internal teams and external partners. While the primary focus will be on proposal writing and related coordination tasks, the consultant may also support other grants-related responsibilities, such as donor reporting, guidance on tools, and overall workflow improvements, as needed.

Objectives of the consultancy

The main objective of this consultancy is to enhance the capacity of the ACF Sudan mission to deliver high-quality proposals and ensure effective coordination with internal and external stakeholders. This includes supporting the timely submission of competitive, donor-compliant proposals aligned with ACF’s strategic objectives, while assisting the existing grants department in managing the increased workload from the scale-up. The consultancy will also provide support with grants management tasks, such as donor reporting and refining tools and processes, and offer strategic insights to improve overall grants and proposal development workflows.

Scope of work

The consultant will undertake the following key responsibilities:

  • Proposal writing and coordination
  • Lead or support the development of high-quality proposals for institutional donors such as ECHO, CDCS, UNICEF, and others, ensuring they align with donor requirements and ACF’s strategic priorities.
  • Coordinate proposal preparation processes, including setting timelines, organizing inputs, and liaising with technical teams (health and nutrition, FSL, WASH, gender and protection), support teams (finance, logistics’, HR), and other stakeholders.
  • Ensure proposals are compliant with donor guidelines and are submitted within deadlines.
  • Support to grants management
  • Provide support to the existing grants department to manage the increased workload associated with the scale-up, particularly with donor reporting and responding to donor queries.
  • Assist with revisions and other grants-related tasks, including adapting proposals based on donor feedback or updated programmatic needs.
  • Review and improve existing tools, templates, and processes to streamline grant management and enhance proposal development efficiency.
  • Capacity building and knowledge sharing
  • Offer guidance and hands-on support to team members on proposal writing, donor compliance, and best practices for grants management.
  • Share insights on donor priorities, trends, and funding opportunities to inform strategic planning and positioning.
  • Depending on needs, provide support in other grants-related areas, such as post-award grant management, data visualization for donor reporting, or strengthening internal workflows.

Deliverables

  • High-quality, compliant proposals developed and submitted to institutional donors, with effective coordination and facilitation of the proposal development process.
  • Recommendations or refined tools for improving grants workflows, proposal quality, and donor reporting practices.
  • Contribution to donor reporting and written feedback to enhance grant management and proposal-writing practices.

Duration and Timeline

The consultancy is a short-term assignment lasting 6 Weeks, with the possibility of extension depending on the needs of the ACF Sudan mission. The consultant is expected to begin immediately, and specific timelines for proposal development and other tasks will be outlined at the start of the assignment.

Required qualifications and experience

  • Extensive experience in proposal writing for institutional donors, particularly ECHO, CDCS, UNICEF, and other key funders.
  • Strong understanding of ACF’s key sectors: health and nutrition, FSL, and WASH.
  • Familiarity with donor compliance regulations and best practices in grants management.
  • Demonstrated ability to lead proposal processes and work under tight deadlines.
  • Experience working with humanitarian organizations, ideally Action Against Hunger or similar organizations.
  • Excellent coordination, communication, and organizational skills.
  • Flexibility to work remotely and adapt to varying project needs, with potential travel to Nairobi or Sudan if required.

Knowledge and experience required

  • Extensive experience in proposal writing for institutional donors (e.g., ECHO, CDCS, UNICEF) and a strong understanding of ACF’s key sectors, including health and nutrition, FSL, and WASH.
  • In-depth knowledge of donor compliance regulations and best practices in grants management, with the ability to ensure proposals meet donor requirements.
  • Demonstrated ability to lead proposal processes and work under tight deadlines while managing multiple priorities effectively.
  • Experience working with humanitarian organizations, preferably with Action Against Hunger or similar NGOs, and the ability to collaborate with diverse teams.
  • Excellent coordination, communication, and organizational skills, with flexibility to work remotely and adapt to shifting priorities, and potential travel to Nairobi or Sudan if needed.

Payment Terms

The payment for the services of the Grants Consultant is set at $300 per day. Payments will be made on a bi-weekly basis, and invoices should be submitted for payment processing. The payment will be due within 15 days of receiving the invoice.
