Location: Maiduguri, Borno

Description

  • Under the supervision of the general coordinator, you will be in charge of reporting and proposal writing, monitoring and evaluation technical support, Memorandum of Understanding (MoU) and partnership agreements.

More specifically, you will be responsible for:

Donors Proposals and Reports Writing:

  • Support the coordination team in the writing of proposals and donor reports and help in the compilation and reviews of the different contributions
  • Provide timelines and ensure timely submission to HQ
  • Work in close collaboration with medical, logistics, HR and finance departments to ensure consistency among the different components of the proposals and reports
  • Make sure that all indicators are acceptable and target realistic, in collaboration with program coordination and monitoring & evaluation supervisor
  • Be the focal point at mission level for HQ concerning donor compliance and guidelines and ensure adherence of the staff
  • Act as a focal point for report related queries in collaboration with the Public and Institutional Funding Unit
  • Follow up on mission-level reporting and ensure that documents are submitted on time
  • Take the lead in the preparation of the monthly MdM situation report to HQ, by liaising with the different mission departments

Donor Engagement:

  • Maintain overview of all donor requirements, rules and regulations and ensure their good dissemination and ownership by the staff
  • Carry out regular donor mapping and identify new funding opportunities
  • Maintain a database of current and expected calls for proposals
  • On request of the general coordinator, approach relevant donors for potential funding, attend meetings with donors
  • Support the mission in the organization of external audit or evaluation

Memorandum of Understanding (MoU) / Partnership Agreements:

  • Support the program coordinator in the writing of needed operational MOU or amendments
  • Take the lead in the preparation or review of MoU between MdM France and other MdM chapters

Conditions of Employment

  • Employee: Fixed-term contract
  • Duration: 6 months
  • Starting Date: February 2019
  • Gross monthly salary: 2500 Euros
  • Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
  • Expatriation bonus (10% gross salary per month)
  • Transportation cost, vaccines and visas covered
  • Guesthouse housing
  • 22.5 RTT (recovery days) per year
  • 5 weeks of paid leaves per year.

Requirements

  • Master’s Degree in the following or related field: Development, International Relations, Humanitarian Management
  • At least 2 years of experience in a similar position
  • Experience in writing proposals
  • Experience in coordinating and preparing strong narrative and financial reports for a variety of donors
  • Experience in developing and working with project budgets
  • Understanding of donor compliance, especially for OFDA, GMOFA, ECHO
  • Excellent level of communication both written and oral
  • Experience in humanitarian and development context highly appreciated
  • Capacity to work in insecure regions
  • Reactivity, anticipation, adaptability, team player and capacity to take initiatives to changing requirements
  • Languages: Fluent English

Médecins du Monde (MdM; French pronunciation: [medsɛ̃ dy mɔ̃d]) or Doctors of the World, provides emergency and long-term medical care to the world's most vulnerable people. It also advocates to end health inequities.

It was founded in 1980 by a group of 15 French physicians, including Bernard Kouchner. It works in both the developed and developing world.

MdM was formed with a mission to provide timely emergency medical care, free of legal and administrative restrictions; to work with local populations to ensure long-term sustainability of healthcare systems; and to advocate on behalf of client populations.

After more than 35 years of work, MdM is a famously active advocate for its beneficiaries, and works to change the underlying inequalities that affect people's ability to access medical care.

MdM was formally established on 1 February 1980. Its goals were "to go where others will not, to testify to the intolerable, and to volunteer".

Its origins lay in a 1979 intervention to assist a drifting boat of Vietnamese refugees in the South China Sea. Kouchner, with volunteer doctors, journalists, and others organized a hospital boat, L'Île de lumière, to provide medical care and to report the refugees' suffering.

MdM was founded as Bernard Kouchner and 14 others doctors split from the group he previously founded, Medecins Sans Frontiers (MSF, or Doctors WIthout Borders). It has been reported Kouchner felt that MSF was giving up its founding principle of témoignage ("witnessing"), which refers to aid workers making the atrocities they observe known to the public.

Kouchner was president of MdM from 1980 to 1982. In 1989, the foundation of MdM Spain paved the way for the creation of the MdM international network. In 2015, the MdM global network consisted of fifteen associations; France (founded 1980), Spain (founded 1989), Greece (founded 1990), Italy and Switzerland (both founded 1993), Sweden (founded 1994), Cyprus (founded 1995 by Elena Theoharous[1]), Argentina (founded 1998), Belgium, Canada and Portugal (all founded 1999), as well as in Germany, the United Kingdom, Japan, the Netherlands, and the USA.
