In Somaliland FCA has been working under a right to peace thematic areas since 2008 including governance and reconciliation projects and later has expanded in quality education (R2QE) thematic area.

Primary purpose of the position:

To fully lead and technically oversee the Badbaado – Skills for Resilience and Green Economy in Somalia project, ensuring high‑quality technical implementation in renewable energy, climate-smart agriculture, waste management, financial inclusion, and green TVET system strengthening.

Main tasks:

Project Management & Coordination

  • Lead full project cycle management: planning, budgeting, implementation, monitoring, reporting (external & internal).
  • Ensure technical and financial quality in line with FCA and MFA Finland) requirements.
  • Oversee monitoring activities jointly with MEAL team, ensuring evidence-based adaptation.

Technical Leadership (Green Skills & TVET)

  • Provide technical oversight on climatesmart agriculture, waste management curriculum development, and green business incubation.
  • Lead the design and review of competencybased TVET modules with TVET institutions.
  • Ensure quality of incubator models and linkages with private sector and microfinance institutions.
  • Guide partners on integrating green skills into institutional frameworks.

Stakeholder Engagement & Representation

  • Liaise regularly with ministries of Education, Labor, Energy, Environment, and Planning.
  • Follow up on MoUs with ministries and TVET centers.
  • Represent FCA in TVET coordination forums, private sector platforms, and donor meetings.
  • Maintain networks with private companies in solar, waste management, and green agriculture sectors.

Staff Supervision & Capacity Building

  • Line manages project staff, instructors, and field coordinators.
  • Provide coaching, technical support, and onthejob mentoring.
  • Strengthening capacity of partners in green skills training and financial inclusion.
  • Lead the TOT program for TVET trainers and center managers.

Documentation & Compliance

  • Track all project documentation, tools, curricula, and reports.
  • Ensure compliance with FCA safeguarding, PSEAH, procurement, and financial standards.
  • Support external audits, evaluations, and tracer studies.

Experience:

  • Minimum 7 years’ experience in project management within TVET, renewable energy, climate-resilient livelihoods, or green economy sectors.
  • Demonstrated experience in solar installation training, CSA practices, waste management systems, and related technical fields.
  • Proven experience working in fragile contexts.
  • Strong understanding of Somalia/Somaliland socio-economic and educational systems.
  • Excellent leadership & teamwork skills.
  • University degree in renewable energy, engineering, agriculture, environmental sciences, development studies, or related field.
  • Fluency in English (oral & written).

Over 85 percent of the donated funds are directed to aid work. The share of domestic operations and general administration is about 15 percent.

Most of our assistance goes to Africa. The need for assistance on the continent has been caused and maintained by political instability, prolonged crises and natural disasters. The second most significant target for aid funds is Asia, which has the largest number of people living in poverty.
