JSI currently seeks a dynamic and highly experienced Head of Financing for a possible position with the USAID-funded HIV Prevention, Care and Treatment project in West Africa. The project will focus on providing accessible, replicable, high quality HIV services for key populations (KP) including female sex workers (FSW) and men who have sex with me (MSM); supporting and compiling research and program evaluation in the region to improve the policy environment for HIV/AIDS programming, and building the capacity of CSO’s and local NGOs to continue the work. Should JSI be the successful bidder, this will be a full-time position based in Lome, Togo. The Senior Technical Advisor on KP-Centered HIV Programming will report to the Chief of Party.
RESPONSIBILITIES
- Provide financial management and administration of the cooperative agreement, and management support and oversight in the implementation of project activities;
- Provide leadership and guidance in leveraging of funds for matching and cost-share;
- Oversee sub-grant management, management and financial support to local partners;
- Oversee project procurement and supply chain support for project commodities;
- Ensure accurate and timely financial information is presented to USAID, management, and project staff for decision-making;
- Oversee financial controls, operational systems, and compliance activities for project and with CSO partners; provide capacity building support to CSOs; and
- Supervise administrative and financial staff.
QUALIFICATIONS
- CPA or equivalent and Masters degree in financial accounting, MBA, or related degree from an accredited university/college required;
- At least 12 years of progressively responsible experience in the accounting and financial field required;
- Demonstrated experience managing a complex small grants program required; and
- Experience in teaching and/and or capacity building NGO financial accounting and sustainability skills preferred.
