Founded in 1994, TGH is a French association for international solidarity based in Lyon. It designs and implements emergency, rehabilitation and development programmes in the fields of water, hygiene and sanitation, food security and rural development, socio-education and psychosocial support. TGH is currently active in 10 countries in Africa, Europe and Asia.

Context

TGH has a long-standing presence in Sudan: first implementing a multi-sectoral program targeting displaced people and host communities in Geneina (West Darfur) in 2004, it extended its presence to Central Darfur (Bindizi and Um Dukhun) in 2005 and 2006 respectively. Since then, TGH has maintained a continuous presence in both states, despite an increasingly complex context, and has also intervened in Khartoum, Gedaref State, Al-Jazeera State, and South Kordofan.

Since the outbreak of the current Sudan conflict in April 2023, creating the largest displacement population in the world at current time, TGH has developed multi-sectoral projects in consortium with other international NGOs to meet the needs of crisis-affected populations in Darfur, Khartoum and Jazeera states. TGH has more than 100 national staff in the field, based in Golo, Um Dukhun, Bendasi, Zalingei (Central Darfur), Geneina & Foro Baranga (West Darfur), Sennar state, and its coordination office in Port Sudan. It has more than 10 expats based in Chad & Sudan.

TGH’s extensive and long-standing presence in Sudan, in particular in West and Central Darfur, enables us to understand the context and the evolution of humanitarian needs and to deliver life-saving humanitarian assistance where it is needed the most.

Ongoing activities include:

  • Emergency assistance to displaced people affected by conflict and/or natural disasters (provision of NFIs and emergency shelter, hygiene and dignity kits, etc).
  • Construction and rehabilitation of water supply systems and sanitation services, hygiene promotion and capacity building of community based committees and local authorities in WASH services sustainable management
  • Strengthening of food security and livelihood, through distribution of agricultural inputs, promotion of farming best practices, sustainable natural resources management, development of income generating activities, as well as provision of MPCA.
  • Child Protection activities including PSS, CP Case Management, support for Child Friendly Spaces, and CP awareness-raising.

With a current volume of approximately 14m EUR, TGH in Sudan is funded by donors such as ECHO, BHA, OCHA-SHF, and CIAA (French MoFA).

Job description

Under direct supervision of the Country Director and in technical collaboration with the HQ finance department, the Head of Finance-HR-Administration (HoFA) directly manages the Finance Coordinator, who in turn manages the finance and admin teams and supervises the finance-related work of Field Coordinators and their teams in TGH’s field bases. The HoFA also line manages the HR Coordinator. He/she also works in close collaboration with the Logistics Coordinator, Heads of Programs, Project Managers and the Field Coordinators.

His/her main responsibilities include:

FINANCE

  • Maintain overall budget control and monitor cash flows and expenditures. This includes ensuring that funds are properly utilized in accordance with internal and donor procedures and submitting a monthly cash request to HQ based on needs.
  • Coordinate with budget holders to receive regular updates on budget forecasts and update budget vs. actual using TGH tools and share a complete file along with analysis and flag any possible issues with the management team in Sudan as well as HQ.
  • Provide up to date financial analysis and required financial reports to the Sudan Management Team including the Country Director (CD) and Program Managers.
  • Prepare a presentation on the status and remaining balance of each donor contract to be presented to the CD and HQ during monthly meetings.
  • Coordinate and finalize the formulation of new budgets for proposal and modification of current grants and send to HQ for validation within the agreed timelines.
  • Prepare the financial reports to donors within contractual timelines and send to HQ sufficiently ahead of time for required validation.
  • Prepare and manage potential audits.
  • Prepare and manage all financial parts of agreements with local partners.
  • Supervise the financial management of local partners and perform spot checks and necessary follow-ups during the implementation period and in the preparation of donor reporting.
  • Supervise and validate monthly accounting at field level and ensure that a complete compliant package is sent to HQ on time.
  • Ensure that all financial documents (vouchers, invoices, proof of payments, etc.) are stored in a proper filing system by the Finance Coordinator.
  • Ensure that appropriate control mechanisms are in place across the country program and that financial risk is minimized.
  • Support the HQ Financial Controller in the follow-up of funding contracts and payment schedules.
  • Provide necessary briefings to field budget holders.
  • Line manage the Finance Coordinator and team and manage the finance functions in their absence.

ADMINISTRATION

  • Ensure that TGH complies with applicable Sudanese laws.
  • Ensure that financial procedures are understood and well implemented by all.
  • Support the Country Director in maintaining good relations with local authorities and stakeholders.
  • Ensure efficient archiving of all administrative and financial documents.
  • Induct all new expatriate and national staff upon arrival and train them on internal procedures, budget tracking and expenditure forecasting.

HUMAN RESOURCES

  • Ensure that TGH’s compensation and benefits package remains competitive in the Sudanese context.
  • Line manage the HR Coordinator and manage HR functions during her absence.
  • Budget holder for the HR and administrative budget.
  • Ensure that recruitment is well planned and in line with the cost allocation strategy.
  • Provide overall staffing visibility to the country program.
  • Ensure that HR procedures are in place and adequately adapted to contextual developments.
  • Oversee monthly HR information, payment of salaries and follow-up of all employment contracts.
  • Ensure that a performance appraisal system is in place through the HR Coordinator and that regular appraisals are conducted by line managers.
  • Ensure proper archiving of HR documents (employment contracts, job descriptions, timesheets, etc.).

COORDINATION

  • Contribute to representing TGH to the local authorities, donors and partners, as delegated by the CD.

REPORTING

  • Contribute to monthly reporting to headquarters in close coordination with SMT team.
  • Regularly report to the Country Director.

Security, working and living conditions

The Head of Finance, HR and Administration will split their time between being based in Sudan (Port Sudan and Darfur) and N’Djamena, Chad), with potential travel to all TGH field locations in Sudan. The conditions in N’Djamena and Port Sudan are comfortable with most modern conveniences. In field locations, living conditions are basic. Telephone network and internet coverage are limited. Social life is limited for security reasons. The context in Chad/Sudan can lead to temporary tightened security procedures (movement restrictions, etc.). There are regular flights to and from Chad and Sudan to regional destinations and expatriates are entitled to R&R breaks every 3 months.

Conditions in Darfur and other TGH areas of intervention in Sudan present risks that are known and controlled by TGH and other international NGOs operating there The HoFA will strictly follow TGH Security Plan depending on the place of assignment. TGH monitor the security situation on an ongoing basis and takes decisions accordingly.

Profile

Educational background and experiences

  • Minimum Bachelor’s Degree in Accounting or related field
  • Minimum 3 years’ experience as Administration, HR and Finance Managerial position
  • Similar experience in the private sector is an asset
  • Experience in managing logistics and/or human resources functions is an asset
  • Proven experience in accounting, financial management and team management
  • Good knowledge of the humanitarian environment (NGOs, UN, mains donors)
  • Experience in Arab or Muslim countries and knowledge of Arabic language a distinct advantage

Skills

  • Excellent knowledge of MS Office Pack (SAGA knowledge is an advantage)
