The position is to be filled as soon as possible, with an initial contract duration of one year. There are good prospects for an extension. Employment location will be Antananarivo, Madagascar, with frequent travel to project locations in the country.
Welthungerhilfe (WHH) Madagascar focuses on food security, nutrition, wash, waste management and resilience, with a holistic approach. As Head of Operations (Logistics & Human Resources), you will lead the logistics & HR department (including IT) and report to the Country Director. You will be part of the Senior Management Team and be responsible for an effective and efficient delivery of WHH projects in compliance with WHH and donors’ policies and standards. Your objective is to facilitate and ensure smooth workflows and collaboration among the support units, cost efficiency, compliance and risk management in the Country Office (CO) and all areas of intervention, and to oversee the overall structure of project activities in the country.
Your responsibilities
- Manage the Logistics & Human Resources (HR) departments of our Madagascar CO
- Oversee implementation of and compliance with procurement policies and procedures
- Supervise and control the procurement plans and tender processes for all projects and the CO
- Take charge of local fleet, stock and facility management
- Ensure working IT infrastructures based on the needs of the CO and areas
- In close collaboration with the country team, ensure proper budget allocation of logistics means during the development of project proposals
- Support the Country Director in the implementation of security plans and measures
- Implement and manage a preparedness plan for disasters and its measures for the logistics department
- Supervise HR activities: recruitment, onboarding, skills management, training, and development
- Collaborate with managers to anticipate HR needs based on operational goals
- Design and implement HR policies in line with operational needs (incl. scheduling, overtime management, crisis management)
- Manage labor relations in collaboration with employee representatives, ensuring a favorable social climate
- Ensure compliance with labor laws and workplace safety standards
- Represents WHH in relevant networks
Your profile
- A university/college degree or equivalent qualification in a relevant field such as humanitarian assistance, management studies, logistics, human resources
- At least 5 years of relevant experience in an operational position within an international NGO, including two years in a senior level position
- Proven experience in training and capacity building of staff
- Previous experience in working with local partners incl. diplomatic skills
- Experience in compliance/control and fraud mitigation systems
- Experience working with BMZ, UNICEF, WFP, ECHO and EU donors and grants compliance requirements, experience working with USAID would be an asset
- Excellent communication and interpersonal skills and ability to motivate others
- Organisational skills incl. strong management skills in handling priorities
- Readiness to receive necessary vaccinations for working in Welthungerhilfe’s program countries
- Excellent spoken and written English and French language skills
