Context:

IOM Algeria is a small mission on a rapid growth trajectory. Under the direct supervision of the Chief of Mission-Representative, the Head of Programmes (HoP) will be involved in the promotion and implementation of IOM’s programmes/projects in Algeria, in close coordination with relevant Project Coordinators. Given the current limited size and portfolio of the mission the HoP may also take up direct project management responsibilities, namely, for example, for the Operations Unit, for the J/TIP project and the MHU resettlement project.

Core Functions / Responsibilities:

  1. Direct supervision of Heads of Unit and Heads of Sub-Offices on programme and operations related matters.
  2. Convene regular coordination meetings with Heads of Unit and Heads of Sub-Offices to discuss, prepare and coordinate responses to emerging issues.
  3. Provide oversight on the project development process as well as monitoring and evaluation of activities to ensure an effective Results Based Management.
  4. Establish and oversee, in close liaison with the Government of Algeria – a multi-stakeholder coordination mechanism for relevant actors involved in migration programming in the country.
  5. Coordinate and support the development and implementation of new programs and projects on migration management, refugee resettlement and transportation assistance, emergency and post crisis, labour migration, migration and development, migration health and other emerging migration issues such as the nexus between migration, environment and climate change.
  6. Directly supervise staff members working on issues that are crosscutting to the overall activities of the mission, such as Monitoring and Evaluation and Data Base management.
  7. Coordinate IOM’s engagement with the United Nations Country Team (UNCT)in close consultation with respective Heads of Unit in the mission.
  8. Serve as the IOM Algeria focal point for the Cadre de Coopération Stratégique, especially for specific migration related programs and projects.
  9. Undertake in-country and international duty travels for the purpose of program assessment, technical guidance and evaluation, resource mobilization or to represent IOM at meetings of governmental, intergovernmental and non-governmental organizations.
  10. Lead fund-raising efforts for new activities and projects.
  11. Act as Officer in Charge (OiC) as required and when the CoM is absent.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political Science, Social Science, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in the development and/or humanitarian sector at the international level dealing with the full range of IOM interventions.

• Demonstrated successful management track record;

• Sound knowledge of project cycle as well as of monitoring and evaluation;

• Sound knowledge of financial and business administration;

• Experience in liaising with governmental and diplomatic authorities as well as with international institutions;

• Demonstrated successful fund-raising track record Good level of computer literacy is essential.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic and/or Spanish is an advantage.
