Overview:

Sierra Leone has made remarkable progress expanding access to primary health care in the past two decades, however, the capacity for service delivery and quality of care issues remain concerning. Workforce absenteeism, under-resourced health facilities, limited infrastructure (water, sanitation and electricity), and weak data quality, result in poor health outcomes. Ending early child marriage has entered a third phase with increasing United States support to the program (via UNFPA and UNICEF). USAID/Guinea-Sierra Leone’s Health Office Team (HLT) oversees efforts to improve health care delivery systems, with a specific focus on country strategies to increase access to primary care services, and strengthen the supply chain, and accelerate the digitalization of health information systems (following the country’s 2023 digital development roadmap). The HLT team manages a portfolio of $42.5 million annually that encompasses malaria, Global Health Security, maternal, newborn, child nutrition, and family planning/adolescent health and will launch USAID’s first integrated health program in early 2025. A staffing gap is anticipated to begin in January 2025, which will pose a challenge to manage the team’s new and ongoing activities. The Mission is therefore requesting TDY support from an experienced retired health officer or retired senior health FSN interested in learning about and supporting an exciting and complex country context.

On behalf of USAID/Guinea-Sierra Leone, IBTCI seeks a highly motivated and experienced LT Health Advisor to provide Temporary Duty (TDY) support with the Country Office based in Freetown. Reporting to the Health Office Director, the TDY Health Advisor (Deputy Health Office Director) will primarily advance programmatic objectives and planning toward improving the quality of and coverage of primary health care and aspects of health system strengthening. This TDY can accommodate multiple candidates who can commit to a duration of a minimum of eleven months and a maximum of twelve months, within the period of January 20 to December 19th, 2025. USAID/Guinea-Sierra Leone will exclusively review applications from qualified TCN or US Citizen candidates and would provide embassy housing or pay for local accommodation and offer a rest and recuperation visit during the TDY.

Responsibilities

DUTIES AND RESPONSIBILITIES, include but are not limited to:

  1. Serve as a technical advisor for the Sierra Leone health portfolio on a variety of topics, including: RMNCH+N technical areas, improved integrated primary health care service delivery, workforce development, youth disability and inclusive development, supply chain management, and health information systems.
  2. Provide technical guidance and support for the design, implementation, and oversight of RMNCH+N stand alone and integrated programs, and health systems strengthening programming and interventions;
  3. Serve as a technical advisor and lead on strategic partnerships, donor and civil society coordination, private sector engagement, and market-based approaches for health;
  4. Provide field oversight for the ongoing implementation of health program activities;
  5. Provide coaching and mentoring, and facilitate the onboarding and continuous professional development of USAID Health Team staff;
  6. Provide support for events and outreach initiatives by drafting briefing materials such as BCLs, press releases, speeches and remarks, related to the health portfolio;
  7. Update information products, including activity and sectoral fact sheets, and data visualization tools;
  8. Collaborate with and exchange effective practices with cross-sector advisors for gender, disability and inclusion, and youth; and with the Mission’s FSN Committee, and Diversity, Equity, Inclusion, and Access (DEIA) Council.
  9. Other duties as assigned by the Health Office Director.

NOTE: The consultant will not perform other inherently governmental functions or duties (e.g. will not serve as AOR/COR or supervise staff), but rather will advise, mentor, and facilitate as appropriate on the performance of inherently governmental functions on the part of the Office or Mission.

KEY DELIVERABLES:

  • Advise and mentor newly onboarded health team staff (as they are hired)
  • Report on observations and recommendations for new activity start up monthly (at the end of each month).
  • Report on observations and recommendations to strengthen integration and implementation of gender and inclusive development in month 3 of the new activity start up.
  • Deliver 1-2 presentations on health technical areas, program integration, and monitoring tools and practices.
  • Develop monitoring tools to guide site visits, in collaboration with the Health Office’s Activity Managers and Monitoring and Evaluation Specialist(s).
  • Develop information and social media products, and communications tools in collaboration with Health Office Staff.
  • Provide end-of-TDY handover notes.
  • Debrief presentation with the USAID team on lessons learned.

Qualifications

Minimum Requirements:

  • Minimum: Bachelor’s + 10 + years or Master’s + 7 years.
  • Demonstrated experience working on integrated global health development program design, implementation and evaluations, minimum five years working experience.
  • Good working knowledge of development agencies such as USAID and the US government’s programming, and implementation activities
  • Able to work effectively with mid- and senior-level public and civil society officials, development partners and IPs.
  • Able to work effectively in a team environment and coordinate well with others.
  • Strong communication and presentation skills.

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile or conflict prone zones.
