Position Description

MCDI is seeking an experienced Health Data Analyst to join the Bioko Island Malaria Elimination Project (BIMEP) Team overseeing and managing the monitoring and evaluation component of the project. The BIMEP is funded by the Government of Equatorial Guinea and Marathon Oil Company and its partners, which seeks to substantially reduce and eventually eliminate morbidity and mortality caused by malaria on Bioko Island, Equatorial Guinea. Qualified candidates with subject matter expertise in infectious disease surveillance and informatics are preferred. This role will design studies of environmental health problems, organize and direct the research staff in carrying out these studies, and compile and analyze results to inform best-target interventions, in collaboration with the BIMEP Senior Program Manager, National HIS Officer, National Operations/GIS Officer, BIMEP M&E Officer, BIMEP Malaria Coordinator, and the BIMEP Case Management Officer.**

Essential Job Functions

· Lead the implementation of the DHIS2 in Equatorial Guinea, conducting quality control assurance and administrative maintenance.

  • Supervise the National HIS Officer and data entry team, ensuring the patient data from health facilities is collected, cleaned, and entered within the DHIS2.

· Develop, review, and modify malaria and other health-related indicators and dashboards within the DHIS2.

· Coordinate with the BIMEP Senior Program Manager and the BIMEP Statistician/Data Analyst at the Home Office to elaborate work plans, and to plan for the enhancement of the DHIS2 system deployed in Equatorial Guinea.

· Provide DHIS2 training, mentoring, and support to the BIMEP National staff and MOHSW staff as part of capacity building initiative.

· Develop and program aggregate level forms for data entry of patient registers into the DHIS2

· Update the BIMEP mapping database and produce maps for internal and external reports and utilize georeferenced data for planning, implementation, and M&E of the project.

· Provide field level technical support for the development, field-testing and deployment of the Campaign Information Management System (CIMS) and ODK add-ons as needed.

· Support vaccine activities in the use of geo-spatial data for volunteer recruitment and operational deployment.

Other Responsibilities

· Aid in the development and submission of abstracts, posters, and scientific papers pertaining to project activities.

· Assist in the preparation of quarterly progress reports, presentations for technical meetings, media communications , and other documents as needed.

· Participation in professional development activities related to technical expertise and/or management leadership.

· Perform other activities / duties, as determined by and agreed to with the MCDI home office.

Qualifications, Skills and Experience

  • Master of Science in Epidemiology, Biostatistics, Statistics, Population Health, and/or Public Health related field.
  • Professional and technical fluency in Spanish.
  • Working proficiency in English; knowledge of French would be an additional asset.
  • Established track record in M&E of health programs, preferably infectious disease control, in a developing country setting.
  • Expertise in data processing and database management (from data capturing to data analysis for decision-making), including familiarity with household and/or malaria indicator survey data.
  • Proficient in the use of database management software (e.g. MS Access, SQL-Server) and data analysis software (e.g. R, SAS, STATA, SPSS).
  • Experience working with surveillance platforms (e.g. DHIS2), data collection tools (e.g. ODK), and/or data visualization applications (e.g. Tableau).
  • Ability to manage information systems in at least one of the following areas: health information, drug supplies management, and/or disease control intervention services.
  • Experience in providing epidemiologic direction, guidance and assistance to government agencies, or public and private organizations to control public health problems.
  • Demonstrated oral and written communication skills, preferably with a published record in peer-reviewed journals or conference presentations.
  • Strong interpersonal skills, team player, displays cultural competency, able to work in challenging environment.
