Reporting to the South Sudan CRC Country Representative (with technical line to Global Health Unit in Ottawa), the delegate will be responsible for execution of the project health activities, including Integrated Community Case Management (ICCM), medical outreach services and health promotion components of the Maternal, Newborn and Child Health (MNCH) project in South Sudan. The delegate will provide technical assistance and work in close collaboration with the South Sudan Red Cross Society and other relevant stakeholders in the country.
The Health Delegate will ensure that CRC programs are implemented efficiently and effectively and framed by IO Strategy 2020 (S2020) to deliver in the Last Mile. The Delegate contributes towards the mandate of the Global Programs: Oversee the delivery of programs and services to people and communities within the context of S2020 in Africa.
RESPONSIBILITIES
Capacity Building:
· Assess the capacity gaps within SSRC and relevant MOH personnel.
· Design and support the implementation of training plan for relevant staff.
· Coordinate training for the staff on identified gaps.
Technical Health and Project Management:
· Support the development, implementation and evaluation of the project implementation plan and annual work plans, especially iCCM, medical outreach and health promotion components, and budget (overall and yearly budget) with systematic monitoring and evaluation plan and procedures in place.
· Lead the implementation of the ICCM, medical outreach and health promotion components of the MNCH project including all aspects such as planning, analysis, implementation, monitoring, assessment, and reporting.
· Cultivate positive relationships and communications with internal and external authorities as well as implementation partners.
· In collaboration with the South Sudan Red Cross (SSRC), support the implementation of the training of Home Health Promoters, Community Health Workers, Red Cross Volunteers and trainers; the supervision mechanism and composition of the teams.
· Coordinate the development of ICCM (including nutrition) Information Education Communication (IEC) materials appropriate to the context and literacy level of CBDs and volunteers.
· Ensure the iCCM component of the project is integrated in a well-defined and robust process.
· Monitor the iCCM, medical outreach and health promotion activities and budget (including logistics and drug procurement) and expenditures and take necessary action to ensure that expenses stay within the acceptable limits for over and under spending.
· In collaboration with the Logistics team, support the implementation of the pharmaceutical supply chain management plan for distributions, including quality assurance, maintenance plan, and waste management.
· Provide technical advice to the Logistics team to support pharmaceutical and non-pharmaceutical procurement and management.
Planning, Monitoring, Evaluation and Reporting:
· Support the PMER Delegate to implement the project monitoring, evaluation and reporting tools according to SSRC, CRC and MOH policies and guidelines and ensure the participation of all in reviews and evaluations.
· Monitor, report progress and developments of the ICCM and health promotion components, using Results-Based Management (RBM) approach and consistent with established format and schedule.
· Work with project team and PMER delegate to develop and implement processes for ongoing collection of project process and outcome indicators, including gathering and adapting M&E tools developed by other organizations in South Sudan.
· Work closely with the PMER delegate and SSRC to support the production of a consolidated annual report, as per the donor’s reporting requirement.
· Ensure that the program develops and applies data/information and supports CRC/SSRCS to analyze and apply this information to program planning on a continuous basis.
· Support the PMER delegate to develop or adapt, as necessary, a database for tracking key project indicators, and use this system to prepare periodic reports, as needed.
Coordination:
· Coordinate and support the SSRCS and MOH in the implementation of the ICCM (including nutrition) and health promotion activities at the state and county level.
· Work in collaboration with the SSRCS team members and the Ministry of Health (MOH) at state and county level, and to represent CRC and SSRCS at meetings and other technical forums such as ICCM technical working group.
· Work closely with SSRC project team in Gogrial West and Juba, and the CRC Health Technical Advisor from CRC National Office.
· Support positive relationships and communications with internal and external authorities as well as partners.
· Undertake any activity deemed necessary by the supervisor as related to key, functional skills required for the position.
QUALIFICATIONS
· Graduate degree in Community Health, Public Health or another Health-related discipline. Post graduate degree in public health / global health is an asset
· Demonstrated experience in program management, specifically planning, implementation, monitoring, and evaluation.
· Minimum 3 years of experience in an international humanitarian organization, preferably in post-conflict or post-disaster.
· Minimum of 2 years relevant working experience in community-based public health, preferably in maternal, newborn and child health; experience with ICCM an asset.
· Experience in capacity building, managing, training and development of staff.
· Experience in project design, sustainability planning, supporting evaluation an asset
· Strong track record in fostering effective working relationships with health stakeholders at various levels.
· Demonstrated commitment to the principles of the RCRC Movement; previous RCRC Movement experience a strong asset.
· Knowledge of health systems strengthening in a developing country context.
· Experience in and knowledge of South Sudan a strong asset.
· Excellent communication skills, both verbal and written, in English.
· Knowledge of requirements and obligations under GAC funded projects is considered an advantage.
· Strong organizational skills, with attention to detail and a proven ability to prioritize and effectively multi-task.
· Team player with strong interpersonal, communication, documentation, presentation and facilitation skills.
WORKING CONDITIONS
This is an unaccompanied position based primarily in Juba with regular travel to the project site, Kuajok (25 – 30 % of the time).
Working in country can be demanding, both physically and psychologically. Difficult working conditions are expected, including the following:
· Long hours of work in a demanding context with limited resources
· The ability to work in a high risk, fluid and evolving situation may be required, as is the ability to work in stressful and often ambiguous conditions.
· Basic living conditions that may include intermittent electricity, Internet and other basic services
· CRCS supports a safe working environment and comfortable accommodation however, as in all contexts, delegates must be aware and responsible for their personal safety and that of employees under their supervision.
· In some contexts, legal frameworks and institutions to enforce the rule of law are largely undeveloped.
· In some remote areas access to healthcare could be limited or non-existent
· All CRC delegates must be cleared by the Travel Health Team with full medical and vaccination clearance.
