JOB PURPOSE

The Health Financing Regional Manager will provide hands-on technical assistance for the implementation and monitoring of activities to support the achievement of project objectives related to streamlining strategic purchasing mechanisms to promote financial risk protection and facilitate wider access to primary healthcare services in an assigned region in Mali. The Health Financing Regional Manager will work closely and report to the project’s Health Financing Technical Lead on all technical, health financing matters while reporting on operational and administrative matters to the Head of Base in the assigned region. To achieve the required results, the Health Financing Regional Manager will, alongside project regional Mobilization Officers, implement activities and strategies in line with technical and programmatic guidance at the community and regional levels.

PRIMARY RESPONSIBILITIES

  • Provides health financing expertise/technical assistance to implement the activities of the project at the regional level, working with other technical staff, and l’Agence Malienne de la Mutualité Sociale (AMAMUS), L’Union Technique de la Mutualité Malienne (UTM), Direction Générale de la Santé et de l’hygiène Publique (DGSHP) regional offices and relevant community structures.
  • Synthesis learning from analyses conducted and/or activities implemented at the regional level and feed them back up to the central level to inform adaptive strategic management of the project’s objectives.
  • Provide support to or supervise analytical work and economic analysis in areas potentially including but not limited to benefit package design, benefits package costing, ability to pay studies, costeffectiveness analysis, etc. at the regional level.
  • Adapt and apply analytical and evaluative techniques to identify, consider, and resolve issues or problems experienced with supply and demand for health insurance products within the assigned region
  • Build and maintain effective collaboration, coordination, and trust across key stakeholders within the region, including but not limited to regional healthcare institutions/departments, mutuelles, agricultural interprofessional organizations and other community-based structures, ensuring the inclusion of their input and perspectives in the design or modification of the strategic purchasing schemes.
  • Support the optimization and implementation of mutuelles’ efficiency improvement plans for all health insurance operations, considering and advising on the best use of digitalization initiatives.
  • Documents health financing success stories/lessons learned and produce publishable health financing materials including policy briefs and peer-reviewed articles.
  • Performs other related duties and responsibilities as assigned by the Health Financing Technical Lead.

REQUIRED QUALIFICATIONS

Minimum Requirements

Education and Professional Qualifications

  • A Master’s degree in Health Economics, Economics, Public Health, Health Systems, Health Financing, or other related technical discipline is preferred.

Required Experience

  • A minimum of seven (7) years of related experience implementing and evaluating health financing (preferably in the field of health insurance) reform.

Knowledge, Skills and Competencies.

  • Knowledge of health economics and health financing with experience in one or more of the following areas: community-based health insurance (CBHI); developing, monitoring, and refining provider payment models; health resource mobilization, risk pooling, strategic purchasing, and/or private sector engagement in health.
  • Demonstrated ability in organizational, technical, and managerial skills to collaborate effectively with colleagues across a wide range of settings.
  • Exceptional diplomatic and interpersonal skills, and ability to build strong professional relationships with a range of stakeholders in a challenging, multicultural environment and influence decisionmaking in a professional and collaborative manner.
  • Ability to work independently and effectively in a high-pressure, fast-paced environment.
  • Strong written and oral communication skills, including the ability to prepare and present compelling presentations and program planning and memo documents in English.
  • Ability to travel domestically as needed.
  • Fluency in French and English (both written and spoken)
