Job Title: Health Promoter Community Engagament Supervisor

Location: Anambra
Contract Period: Definite

Main Duties and Responsibilities

  • With the support and guidance of the Health Promoter & Community Engagement (HPCE) Manager, responsible for implementing the HPCE strategy / workplan, with community participation, and supervising the HPCE activities and HP teams working in the communities or the health facilities, according to the project objectives, MSF values, standards and procedures.

HPCE strategy, activities and monitoring:

  • Actively contribute to the design/adaptation of the HPCE strategy / workplan.
  • Lead and follow up on the implementation of the HPCE strategy / workplan, according to the chronogram.
  • Support participatory approaches and regular patient/community consultations before and during implementation of the HPCE strategy.
  • Organizing health awareness sessions for MSF’s medical and non-medical staff
  • Support in the design of health education materials and participatory methods, applying the right process (pretesting, validation of content, translation).
  • Contribute to rapid assessments and surveys.
  • Actively support in the systematic collection, encoding and reporting of community feedback and rumours.
  • If relevant, support the implementation of community-based surveillance (data collection, active case finding, tracing, linkage to care.
  • Responsible for the planning and organization of community meetings (in collaboration with HPCE Manager).
  • Contribute to the community mapping.

Monitoring:

  • Ensure the availability of the data collection tools; the data encoding in the data base and the quality check.
  • Contribute to the analysis of the monitoring data and look for adjustments (in collaboration with HPCE manager), monthly reporting (MMR, sitrep,…).

Team management:

  • Contribute to evaluation of the Health Promotion (HP) team, with the Health Promoter & Community Engagement (HPCE) manager.
  • Contribute to the development plan for the HP team.
  • Training: Contribute to the needs assessment, design and implementation of training for the HP team, in collaboration with the HPCE manager.
  • Organize regular and systematic supervision of the HP activities and provide on the job-coaching.
  • Ensure the planning and practical organisation of the activities for the HP team (HP roaster).
  • Ensure the organisation of regular HP team meetings.

MSF Section/Context Specific Accountabilities

  • Raise awareness about MSF’s principles and services in the community and among MSF staff
  • Contribute to the Health Seeking Behaviour Assessment by gathering community insights, barriers and facilitators to accessing care.
  • Establish channels (e.g. suggestions boxes, community meetings, hotline, etc) for communities to voice concerns and suggestions about MSF services
  • Together with the HP team, ensure HPCE materials are tailored to literacy levels and cultural norms
  • In collaboration with relevant stakeholders, contribute to the design of the survivor referral pathway and ensure clear, accessible information is shared with communities and staff
  • Contribute to training/capacity building of community focal points on violence awareness raisons with a specific focus on gender-based violence, sexual violence and survivor-centred approach, including principles of confidentiality, respect, non-discrimination, and informed consent.
  • Safeguard confidentiality to ensure all survivor-related information is handled with strict confidentiality and follow protocols for safe documentation, storage, and communication of sensitive information

Minimum Required Skills and Qualifications:
Education:

  • Essential: Bachelor’s Degree in Public Health, Social Sciences, Education, Community Health, Behavioural sciences.

Experience
Essential:

  • Minimum of 2 years professional experience in health promotion and community engagement activities (or prevention, education and mobilization), team management and supervision, and project implementation.

Desirable:

  • Experience with MSF and qualitative research methodologies (e.g. focus groups, interviews, participatory assessments).

Languages:

  • English, Igbo language essential, Pidgin English desired

Skills:

  • Strong communication skills, with the ability to adapt messages to diverse audiences
  • Cultural sensitivity and respect for diversity, particularly in working with vulnerable populations
  • Ability to build trust and maintain confidentiality, especially with addressing sensitive issues such as gender-based-violence.
  • Team mentoring, fostering collaboration and capacity building among MSF staff and community focal points.
  • Behaviorial flexibility and stress management
  • Knowledge of socio-economical context, capacity to identify its key people and to make them sensitive to MSF objectives.
  • Computer skills (MS word, Excel, Power Point, Outlook) (MS Office, email, data entry system).

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
