IMA World Health is seeking a Senior HIV Specialist to guide strategic direction and leadership to HIV/AIDS programmatic efforts in Kenya. This position is expected to guide delivery of IMA’s PEPFAR-funded programming in the Afya Jijini, a USAID funded contract working in Nairobi County. This is a leadership position with supervisory responsibilities and will engage with government and donors on a routine basis.

Objective and Scope of Work

The Senior HIV Specialist will provide programmatic, administrative, operational and logistical support in implementing HIV project activities both to the Afya Jijini and Ministry of Health Staff members. The scope of work includes:

  • Conduct desk review of the all the HIV related activities for Afya Jijini and come up with innovative approaches to support the Cluster teams (Cluster Lead, HTS Officer, Monitoring and Evaluation Officer and Care and Treatment Officer and facility based staff) in implementing individual and site specific work plans.
  • Review the Afya Jijini’s HIV work plan and implementation strategies and align them to the Pepfar priorities and support the project deliver on their Pepfar targets.
  • Provide strategic direction, standardization, and leadership to HIV/TB care and treatment service delivery activity design and implementation.
  • Be responsible for providing day to day contact with the HIV Care Treatment Integrated Services Delivery Coordinator and each cluster teams on HIV care and treatment activities, providing technical assistance to establish and strengthen implementation of integrated and comprehensive HIV Prevention, Care and Treatment activities at each supported site, support systems strengthening, improve quality of services and monitor progress towards achievement of quality results by ensuring accountability of the Staff members to the project deliverables
  • Work closely with the COP, DCOP and the SMT to ensure standardization of HIV care and treatment and prevention services (e.g., PMTCT, VMMC) across all Afya Jijini activities
  • Participate in the design, development and implementation of integrated project work plans and oversee the implementation of the same
  • Represent the project in all PEPFAR funded activities in meetings with USAID, PEPFAR, and other implementing partners
  • Ensure seamless HIV project implementation by the Afya Jijini supported Sub Grantees by conducting regular progress review meetings
  • Provide targeted mentorship and supportive supervision at Afya Jijini supported facilities

    -Supervise and/or mentor select technical and programmatic staff
    -Contribute to development of all project deliverables
    -Participate in Technical Working groups at NASCOP and ensure national initiatives are implemented at Afya Jijini supported facilities, as needed.

Minimum Qualifications

· Medical Doctor with Advanced Degree in Medicine (M.Med) or Public Health

· Demonstrated technical leadership in integrated HIV programming, heath systems strengthening, and monitoring & evaluation

· A minimum of 8 years’ experience in PEPFAR funded programming, including direct project representation with PEPFAR, USAID, and/or CDC and other implementing partners

· Senior level management experience

· Vast experience working with decentralized government structures in Kenya

· Excellent understanding of quality and quality improvement with experience in implementing the same in a large HIV Program

· Professional Training in HIV and Quality Improvement
