Centre for Positive Care (CPC) is a Non-Profit Organization working in three provinces namely Limpopo, Gauteng and North West. CPC vision is to contribute to the improvement of quality of life of vulnerable communities in South Africa. To achieve the vision, CPC empowers vulnerable communities in South Africa to prevent infectious diseases such as TB, HIV&AIDS and STIs, promote Human Rights Protection for Children, Youth and families as well as promoting positive Living and Economic strengthening.

CPC work promotes and supports the National Strategic Plan of South Africa in reducing HIV, STI and TB  as well as ensuring greater participation and involvement of the targeted beneficiaries in community systems strengthening and reproductive health and rights services
CPC seeks to employ Human Resource Manager X1 who will be based in Sibasa CPC Head Office, Limpopo Province and the person will be managing all CPC districts covered.
Report to: The Director.
EDUCATION, EXPERIENCE AND SKILLS
·       Bachelor of commerce in HR/ BA Industrial Psychology or any relevant qualification
·       5 years proven working experience in the same capacity.
·       Solid knowledge on the application of all South Africa relevant legislation (LRA, EEA, BCEA, OHSA).
·       Solid experience of SAGE Pastel payroll including the ESS module.
·       Experience in an online Human Resource Information System
·       Must have computer literacy experience on (MS Word, PowerPoint, Excel) and Presentation Skills
·       Understanding the NGO sector
ROLES AND RESPONSIBILITIES

  1. Staff Development and Performance Management:

–        Organizes in-house training and development programmes in accordance with needs identified and evaluates outcome of the training undertaken.
–        Oversee, manage performance appraisal systems that drives high performance and ensures that appropriate format for performance appraisal is in place and all staff have understanding of CPC’s Performance appraisal system;

  1. HR Information Systems, Compensations and Payroll
    • Oversee and manage Sage Pastel Payroll System, Sage Employee Self Service (ESS) leave management system and conduct regular audits including adding of new employees and terminations
    • Ensure the submission of Bi-annually and annual tax submissions & distribution of IRP5’s/IT3’s.
    • Coordinate timesheet completion processes for all staff and check monthly payroll information to ensure accuracy of basic personnel data before payroll is finalised.
    • Prepare monthly payroll and Reconcile monthly UIF declarations, SARS PAYE.

  1. Systems Policies Development and Implementation;

–        Ensure CPC’s HR strategies, policies, procedures and guidelines are implemented and regularly updated based on CPC’s procedures and ensures compliance with best practices and standard local laws and ensure staff are kept informed of any changes on the policies
–        Handles employee grievances, disciplinary issues and other administrative problems according to CPC’s policies and procedures and consult with the Head of Programme and Management Operations, legal advisor on staff legal cases

  1. Exit Management:
  2. Ensures that all Personnel Policy requirements are fulfilled when staffs leave CPC;
  3. Presents exit interview summary, analysis and recommendations to the Head of Programme and Operations for information and further action.

  1. Labour relations and grievance procedures

–        Represent and advise the organization at the CCMA on labour relations dispute matters.
–        Taking appropriate disciplinary action against employees who violate rules and regulations and addressing employee grievances with the approval of the director
–        Stay abreast of all labour legislation and evolving needs of the employer and its employees
