Currently, we are seeking suitably qualified candidates to fill the Human Resources, Contracts and Procurement Manager in Cairo for the USAID-funded Integrated Management of Cultural Tourism (IMCT) Activity.
The objective of the 4-year activity is to increase tourism revenues and local economic benefits, including increased employment and business opportunities, in the cultural tourism sector at targeted destinations. The four results of the IMCT activity are:
Consolidation and reinforcement of GOE efforts to improve the enabling regulatory environment for investment in sustainable cultural heritage tourism; consolidated/reinforced; Selected cultural heritage sites rehabilitated and financially sustainable; Higher-value added tourism products and services developed at target destinations; and Capacity to promote cultural tourism in target destinations enhanced.
Job Description
The Human Resources, Contracts and Procurement Manager will provide employee and human resources staff support, contract and procurement management oversight for all aspects of the project in accordance with USAID regulations. Duties require broad conceptual judgment, initiative and ability to deal with a wide range of HR, contract, and procurement issues.
Specific duties include:
Human Resources –
Provides administrative support to the HR team in multiple areas (e.g HRIS, compensation, benefits, recruiting, payroll, and training & development) to include interview scheduling, payroll administration, orientation packet coordination, data tracking, routine immigration administrative issues, and respond to standard employee inquiries.
Serves as back-up point of contact for employees with HR-related questions. Responds to Employee Service Center (ESC) requests.
Processes forms and system updates related to new hires, change-of- status, performance evaluations, benefits changes, separations etc. Ensures employee data in HRIS is accurate.
May conducts new-hire orientation and may assist with separation process.
Contracts –
Manages contract set-up in the contract management and/or financial management system.
Reviews the work of contract & procurement officer before submission to donors. These will include contract add-ons, budget realignments, cost extensions, and other transactions requiring donor approval such as sub awards, salaries, consultant rates, waivers, etc.
Conducts complex negotiations requiring senior staff engagement.
Develops and maintain strong relationships with counterparts (internal and external).
Responds to audit matters (internal and external).
Articulates and advocate for the organization’s position on matters of regulation and other contractual issues.
Collaborates with operations staff and other enterprise services staff to monitor prime contract and subcontract performance.
Negotiates substantive provisions in lower- tier subcontracts.
Trains other staff in standardized procedures for efficient award and sub award management.
Manages input to contract close-out.
Procurement
Develop procurement solicitations and recommendations for potential providers of needed goods and services in accordance with USAID and FHI 360 rules and regulations
Develop and maintain a grants and procurement financial tracking system and coordinate with project staff who manage the grants to identify and resolve any issues
Approves procurement requests and manages financial tools used for reporting program expenditures in compliance with regulatory requirements.
Minimum Requirements
Bachelor’s degree or its international equivalent in Business Management, Finance, or related field
Typically 5+ years of experience providing full range of HR administrative support in an office setting.
Minimum of 5-8 years’ experience in a contracting position in either the Federal Government acquisition system or a Non- governmental Organization (NGO) – domestic or international. Experience in financial management of USAID-funded projects preferred; Grant and Contract Management experience is a must.
At least 3 years of negotiating experience and direct management of contracts and other agreements.
Proficiency with database management software and on-line search tools required.
Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues.
Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
Fluency in Arabic and excellent written and verbal English language skills
