Context:

Under the overall supervision of the Senior Resources Management Officer and the direct supervision of the Regional Human Resources Officer (RHRO) in Dakar, the successful candidate will provide analysis and evaluation of individual human resources related cases, recommend appropriate courses of action, and assist with the administration of compensation and benefits for local and non-staff members under the close supervision and guidance of more experienced HR specialists.

Core Functions / Responsibilities:

  1. Assist the RHRO in the coordination of recruitment processes for local positions.
  2. Liaise with appropriate services for the entry on duty procedures for staff and non-staff.
  3. Complete specific aspects for the development of the office onboarding procedure and organize scheduling.
  4. Provide information and explanation to staff on the application of HR rules, regulations and procedures of the Organization in relation to their entitlements and responsibilities. Respond to standard inquiries, refer more complex or sensitive inquiries as appropriate, and draft correspondence for the signature of the supervisor.
  5. Interpret and apply the Organization’s HR rules and regulations as well as internal procedures and processes for the review of contractual documentation (request for contract renewal, contract, PA, etc.), and the administration of benefits, salaries and allowances for local staff and non-staff in the Regional Office (RO) and Country Offices (CO) within the region.
  6. Maintain auditable records of all Human Resources files.
  7. Update rosters of qualified available candidates for key functions.
  8. Keep up to date and readily available organigrammes of Country Offices in the Region as well as contact details of key IOM staff in the region (project managers, RMO, etc.) including and especially Emergency Trust Fund for Africa (EUTF) and United Kingdom Department for International Development (DFID) projects staff.
  9. Apply data integrity processes for PRISM entries and other Human Resources administration actions.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Human Resources Management, Business or Public Administration, Social

Sciences or a related field from an accredited academic institution; or

• University degree in the above fields with two years of relevant professional experience.

Experience

• Experience in an operational environment in delivering human resources services;

• Experience in establishing and maintaining productive partnerships with internal clients and delivering quality services under tense working context;

• Familiarity with the HR module of SAP.

Languages

Fluency in English and French is required. Working knowledge of Portuguese and/or Spanish is an advantage.
