Management Sciences for Health (MSH) is seeking a Human Resources Specialist for a recently-awarded 5-year USAID supply chain and pharmaceutical
management project in Ethiopia. The purpose is to provide comprehensive technical assistance to strengthen the health supply chain and pharmaceutical services in select geographic areas in Ethiopia, both of which are cornerstones to achieve critical life-saving priorities.

About the Role
The HR Specialist is responsible for the onboarding process,
HRIS management , and providing overall administrative, logistical, and coordination support to the Country team. They support the F&A Director and assist with the coordination of activities initiated by and pertaining to project offices. The HR Specialist is responsible for a full range of duties including, but not limited to: processing employment letters and terms of assignments, updating the HR database and creating reports, preparing correspondence and presentations, and acting as a resource person for answering HR inquiries . The HR Specialist will be involved in additional HRM projects, as requested . The HR Specialist is aware of and adheres to human resources-related laws and regulations and with MSH’s Procurement Integrity standards. They handle information and documents relevant to human resources with a high degree of confidentiality, discretion, and attention to detail .
Responsibilities: 1. Prepare and coordinate the new hire on-boarding process, ensuring that:
- all new staff receive the new staff information pack before they report to work
- ensuring that employees have identity/health insurance cards and have completed the relevant enrollment forms
- processing work permits for expatriate staff
- orientations are conducted as per schedule; interim orientation within the first week of new hire employment, and general orientation on a monthly basis
- follow up with the supervisor and the new employee to ensure that the process has been completed
- weekly update of the onboarding tracker
- Responsible for HRIS management by processing employment actions in the appropriate HRIS system when changes are made to an employee’s status, entering the updated information into the HR database and payroll and sending appropriate communications to the employees
- Manage the staff personnel file to ensure that all information is accurate and up-to-date in a timely and accurate manner. Audit files annually. Routinely file documents and ensure files are complete at all times
- Responsible for management of all MSH Ethiopia leave records ensuring that all leave requests are authorized by supervisors, verified by supervisors and accurately captured in the leave database . During the payroll processing period, verify leave information in the time sheets to ensure that it is accurately captured. Share the leave information with staff on a weekly basis
- Coordinates with F&A Director on the administration of the benefits program. Responsible for ensuring employee medical insurance information is accurate prior to payment, liaising with medical insurance providers to address staff medical issues
- Coordinate the process for separating employees including the preparation of letters confirming last date of employment, providing the accompanying benefits information, and scheduling exit interviews
- Assist in HRM projects as assigned and based on project needs
QUALIFICATIONS
Education:

- Bachelor’s degree in human resources or equivalent relevant education
Experience:
- At least 3-5 years relevant working experience
Knowledge & Skills:
- Basic knowledge of employment legislation
- English fluency and strong administrative, organizational, and written and verbal
- communication skills
- Excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients and consultant’s environment
- Ability to work independently with minimum supervision, execute tasks efficiently and is proactive
- Excellent organizational and prioritization skills, and attention to detail.
- Advanced computer skills in word processing, database, presentation, organizational chart and spreadsheet applications; Microsoft Office preferred, along with ability to learn new software packages
- Demonstrated competence to assess priorities and manage a variety of activities
