About the Opportunity

The South Sudan Humanitarian Access & Risk Manager will play a pivotal role in coordinating with various stakeholders, including government authorities, state HAC, security agencies, and conflicting parties, to ensure the seamless implementation of projects and the timely delivery of supplies to field locations.

Your Responsibilities

This role includes the following responsibilities:
Safety and Access Planning and Oversight

  • Develop and manage comprehensive safety support systems, conducting regular site visits to program offices across South Sudan, including both sub-office and program locations.
  • Conduct safety assessments and audits, provide safety awareness training, and maintain relationships with local safety contacts.
  • Review and update safety policies and procedures, ensuring staff adherence at program sites, offices, and residences. Work with the Country Director to align safety strategies with RI’s operational procedures.

Safety and Access Reporting, Advisory, and Strategy Development

  • Lead the design, implementation, and regular review of safety policies, ensuring clarity and compliance across all teams.
  • Regularly update safety and access plans based on the evolving security environment, in coordination with the Country Director.
  • Develop and manage safety budgets, initiating procurement processes and tracking spending across various grants and operational needs.
  • Monitor key safety incidents and trends, ensuring timely advisories are shared with staff regarding potential risks and necessary precautions. Complete monthly security reports.

Incident Reporting and Management Coordination

  • Serve as the primary point of contact for facilitating incident reporting and management across all categories of incidents (i.e., Safety, Financial Crimes, Human Resources, Procurement, and Safeguarding).
  • Convene the Incident Management Team (IMT), review and update the status of incidents in the database, and assign investigation responsibilities to team members.
  • Ensure timely reporting and coordination with the global Ethics & Compliance team to address and resolve incidents in alignment with organizational standards.

Contextual Analysis, Risk Assessment, and Compliance

  • Maintain an up-to-date understanding of the local security context, providing timely advice to the Country Director.
  • Support contingency planning efforts, including scenario planning, trend analysis, and developing risk assessments for all RI locations.
  • Ensure compliance with RI’s Field Security SOPs, RI Global Safety & Security standards, and UNDSS protocols, conducting assessments to evaluate safety and access conditions.
  • Develop and implement strategies that adapt humanitarian access efforts to the local context, incorporating community engagement in planning and execution.

Capacity Building and Training

  • Provide training, supervision, and mentorship to national and international safety staff and focal points. Advocate for and, when necessary, conduct training that promotes inclusivity, engagement, and leadership in safety and access management for all RI staff, including expatriates, relocatable, and local national staff.
  • Lead regular safety and access drills for support offices in South Sudan and associated hubs, training local counterparts to execute these drills and ensuring their consistent implementation.

Coordination and External Engagement

  • Ensure that RI is actively participating in relevant inter-agency and safety/access coordination networks, solidifying its presence within the INGO community in South Sudan.
  • Engage with local and regional UN and inter-agency safety personnel on safety and access issues, providing advisory support to the Country Director and regular safety briefings for both staff and visitors.
  • Build and maintain strong relationships with local authorities, police, military, and partners to ensure good communication and a robust local network. Foster understanding of RI’s work and the humanitarian principles.

About You

You will bring the following experience and skills.

  • Master’s degree with demonstrated experience in safety and access/risk management, ideally within the humanitarian sector.
  • Strong understanding of safety management, crisis management, and humanitarian principles.
  • Proficient in Microsoft Office Suite, including advanced Excel skills for data analysis and reporting. Experience with GIS applications for mapping and spatial analysis is highly desirable.
  • Strong analytical skills, with the ability to analyze trends and provide strategic recommendations.
  • Ability to work in a multi-cultural, multi-disciplinary team environment.
