Org. Setting and Reporting

The position is located in the Operations and Advocacy Division (OAD), Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This position-specific job opening is being advertised for the position of Humanitarian Affairs Officer/Special Assistant in Juba, South Sudan. The Humanitarian Affairs Officer/Special Assistant reports to the Head of Office.

Responsibilities

Within delegated authority, the Humanitarian Affairs Officer/Special Assistant will be responsible for the following duties: • Serves as a Special Assistant to the Humanitarian Coordinator (HC). • Monitors, analyzes and reports on humanitarian developments, disaster relief/management or emergency situations in assigned country. • Prepares or contributes to the preparation of reports, studies, background papers, policy briefs, talking points, correspondence, presentations, policy guidelines and other materials relating to the humanitarian situation and response • Organizes follow-up work, including interagency technical review meetings to support policy development work and decision-making on important issues. • Partners with other humanitarian agencies to plan and evaluate humanitarian and emergency assistance programmes and help ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations. • Assists in the production of appeals for international assistance; ensures the proper use and spending of donor contributions channeled through OCHA. • Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc. • Undertakes and provides support to technical assistance and other field missions, e.g. participates in field trips to undertake in-depth reviews of specific country coordination mechanisms. • Prepares or contributes to the preparation of various written reports, documents and communications, e.g., drafts sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc. • Serves as the primary focal point on specific topics or policy-related issues; keeps abreast of latest developments. • Provides information and advice on a range of humanitarian issues, including safeguarding of humanitarian principles and ensuring the effective delivery of humanitarian assistance. • Assists in the organization of meetings, seminars, conferences, workshops, etc. with other agencies and partners to facilitate exchanges of professional expertise and views on specific humanitarian-related subjects/issues; serves as reporter to such events. • Provides guidance to, and may supervise, new/junior staff. • Performs other duties as required.

Experience in analyzing, writing, reporting and editing is required. Experience in a humanitarian context within the region within the UN common system or in a comparable international organization is desirable. At least two (2) years of international field experience, within the last five (5) years, in the context of humanitarian or development affairs is desirable.

Languages

French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is a United Nations (UN) body formed in December 1991 by General Assembly Resolution 46/182. The resolution was designed to strengthen the UN's response to complex emergencies and natural disasters. Earlier UN organizations with similar tasks were the Department of Humanitarian Affairs (DHA), and its predecessor, the Office of the United Nations Disaster Relief Coordinator (UNDRC). In 1998, due to reorganization, DHA merged into OCHA and was designed to be the UN focal point on major disasters. It is a sitting observer of the United Nations Development Group.After merging with the DHA, its mandate was expanded to encompass the coordination of humanitarian response, policy development and humanitarian advocacy. The agency's activities include organization and monitoring of humanitarian funding, as well as information exchange, coordination and rapid-response teams for emergency relief.
