Finn Church Aid (FCA) is Finland’s largest organisation for development cooperation and second largest provider of humanitarian assistance. Uganda is one of FCA’s main program countries, where the organization engages in a long- term development cooperation and humanitarian aid work in FCA’s thematic areas. FCA implements several humanitarian aid programs among South Sudanese refugees in Uganda focusing on education and livelihood sectors.

Humanitarian Manager’s main responsibility is to manage and coordinate FCA’s humanitarian aid activities both in the immediate emergency response and in the longer- term humanitarian assistance in Uganda. Reporting directly to the Country Director, the role holder serves as principle point for Humanitarian work.

Key Responsibilities:

  • Assist the Country Director in shaping the strategic direction of the FCA Uganda humanitarian program, ensuring quality humanitarian programs are designed and implemented to achieve organizational outcomes
  • Lead discussions and initiatives on humanitarian program expansion to new locations, with relevant authorities, potential donors and other stakeholders, in close consultations with the Country Director, and facilitate assessments, if appropriate
  • Actively participate in Country management Team meetings, contributing to problem solving and decision-making on humanitarian aid work for Uganda and provide strategic direction
  • Ensure programs are aligned with FCA Country Strategy and contractual obligations of awarded grants, humanitarian standards, and FCA humanitarian guidelines
  • Manage and monitor FCA’s Education in Emergency and humanitarian aid projects in Bidibidi, Omugo, Adjumani and in other refugee settlements and ensure coordination with sector leads, operational partners and local authorities
  • Plan, organize, monitor and coordinate the humanitarian program activities with project staff to accomplish short and long-term project goals and facilitate the provision of technical support and M & E guidance to staff
  • Ensure that project implementation and reporting meets back donor compliance requirements (particularly Ministry for Foreign Affairs of Finland; ECHO and UNHCR) and the alignment of humanitarian projects with the Comprehensive Refugee Response Framework (CRRF) and REHoPE framework
  • Conduct regular visits to field offices and project sites to monitor program performance and provide feed-back to staff
  • Monitor the evolving humanitarian situation in Uganda and consider immediate and strategic responses
  • Proactively analyze trends in humanitarian sector, strategies and funding priorities

Education Requirements

  • Master’s Degree in Humanitarian Assistance, International studies or related field
  • Minimum 4 years’ experience in working in humanitarian program related field operation or field activities in developing countries and having knowledge of Education in Emergency
  • Proven experience and capacity in humanitarian project management (PMER), including project financial management
  • Good understanding of humanitarian approaches and standards
  • Gender analysis skills and an understanding of the practical significance of gender issues in humanitarian environment
  • Experience in cooperating with local organizations, international actors and UN agencies
  • Good strategic and context analysis skills
  • Proven team orientation skills and ability to work effectively in a team environment with both technical and non-technical staff
  • Excellent inter-personal and inter-cultural skills
  • Flexible and capable of working and living in challenging circumstances in a multicultural environment
  • Experience in working with refugees and host communities

A fixed-term contract for this position will be made until 24.11.2018 with four months’ probation period, starting as soon as possible. The compensation is based on FCA Compensation System and depends on prior work experience.

In 2016, FCA provided aid for 34 million euros in value. The majority of our funds come from private investors, the Ministry for Foreign Affairs of Finland, and parishes. Over 85 percent of the donated funds are directed to aid work. The share of domestic operations and general administration is about 15 percent.

Most of our assistance goes to Africa. The need for assistance on the continent has been caused and maintained by political instability, prolonged crises and natural disasters. The second most significant target for aid funds is Asia, which has the largest number of people living in poverty.
