About IIfPHC-E

The International Institute for Primary Health Care in Ethiopia (IIfPHC-E), which was inaugurated on February 1, 2016, is envisioned to be a world class hub to learn about Ethiopia’s experience using PHC approaches to achieve dramatic improvements in health. The Institute also strives to provide a global perspective (historical and current) of PHC experience around the world. The mission of the Institute is to proactively engage and drive the advancement of local and global primary health care policy and programing.  The Institute for Primary Health Care – Ethiopia (IIfPHC-E) has developed a Resource Center (https://iifphc.org/iifphc-resource-center/) to provide information services that focus on the practical aspects of implementing PHC programs. Thus, the IIfPHC-E Resource Center has been established with the aim of supporting the mission of the Institute and assisting in the overall goal of the organization by collecting, organizing, storing and disseminating information in PHC and related fields. The Resource Center serves the Institute’s trainees, trainers, researchers, the Ministry of Health and its line Bureaus, and those involved in health program designers, and implementation.  The information hub assists the professionals to improve their knowledge and to make informed choices by following new approaches and practices. The Resource Center also provides web-based resources, including e-journals, health database and e-learning resources, to keep users up to date and develop their skills.

The Challenge

IIfPHC-E is seeking to hire a Resource Center IT Consultant with expertise in the following library systems and website design to guide the development and strengthening of the Institute’s Resource Center:

  • Integrated library management system
  • Institutional Repository
  • Digital Library
  • Development of website design

 Role in brief

The Resource Center IT Consultant will be well versed in library systems and web designing. The Consultant will be responsible for reviewing the current Resource Center systems and delivering high-quality outputs in a timely manner. He/She will work collaboratively with IIfPHC-E staff to ensure clear communication and adherence to the objectives of the Center.

The main tasks include:

Catalog (Integrated Library Management System)

  • Review the tasks carried out and remove duplicates
  • Review/correct the classification system
  • Set up the label printer and print labels for hard copy materials in the Resource Center
  • Catalog and add new materials into the automated library (from a list in an excel sheet and from available articles that are in archive)
  • Integrate the automated library with other systems as much as possible (eg from the Repository)

Digital Library

  • Review the tasks carried out and suggest improvement
  • Re-arrange the digital content/e-books using the Resource Center classification scheme
  • Enrich the library with e-books relevant to the primary health care, health leadership and related disciplines

Repository

  • Make minor reviews on the IR webpage
  • Add new contents into the repository

Multimedia

  • Develop a multimedia page (list and display videos from the Internet by creating external links)

Reviewing the existing RC webpages

  • Review and remove/change external links that are not working
  • Add new contents in the different webpages to enrich content

Reporting system

  • Implement Google Analytics and statistical tools on al the systems, particularly the IR and Catalog sections to systematically collect statistical usage reports and to track visitors

Strengthening the ICT management system

  • Set up all the servers within the rack at a convenient place chosen
  • Design ways to strengthen the ICT management and add new systems by identifying gaps
  • Setup the different systems in such a way that they require as little contact as possible from human to render their service in the usual way

Training

  • Train the Resource Center staff on the use and administration of the different systems implemented

Job Requirements

The successful candidate must demonstrate: 

  • At least 5 years of professional experiences in Information Science/Library Science or related assignment
  • Vast knowledge of implementation and administration of integrated library system, digital library and institutional repository and library computer software (Koha, Greenstone, DSpace)
  • Knowledge of WordPress, web and application developing skills
  • Good organizational skills and ability to pay close attention to details  to accomplish tasks quickly and efficiently
  • Advanced language skills in English; ability to communicate with technical and non-technical staff
