Proposal Objective:

SI is bidding on a proposal funded through the Millennium Challenge Corporation (MCC) Togo, to conduct an evaluation of the $35 million MCC Togo Threshold Program.​ The Program includes two projects:

  • The project for increased competition for the benefit of consumers, independent regulation, and expanded access in the ICT sector (ICT project) which aims to improve business efficiency, productivity, investment and economic growth through improved access to high quality ICT services at an affordable cost in Togo.
  • The Land Reform Project for Increasing Agricultural Productivity (LRAP project) with the objective of improving land tenure security for increased investment in the agricultural sector.

Position Description:

SI is seeking a Togo In-Country Coordinator consultant to support both the evaluation implementation and logistics of the evaluation of the MCC Togo Threshold program.

Position is contingent upon the award of the contract to Social Impact. Anticipated award date is fall 2024.

**Please note: This is a local position. Only Togolese citizens are eligible to apply.**

Responsibilities:

  • Provide inputs to evaluation deliverables including questionnaires and interview guides to better contextualize them for Togo.
  • Provide quality oversight to quantitative data collection.
  • Schedule and track the completion of qualitative interviews.
  • Support the evaluation team in collecting administrative data from government offices.
  • Facilitate in-country communications, data requests, and stakeholder relationships with MCC, MCA and other relevant stakeholders.

Qualifications:

  • Minimum of a Bachelor’s degree; Master’s or higher preferred.
  • A minimum of five (5) years of experience conducting research and evaluation, including experience with both quantitative and qualitative methods.
  • Experience collecting administrative data from government offices.
  • Familiarity with sources of secondary/administrative data on land reform, tenure, security and legislation in Togo highly preferred.
  • Previous experience evaluating MCC projects preferred.
  • Full professional fluency in written and spoken English and French.
