JOB SUMMARY

The Institutional strengthening officer directly reports to the DFAP project manager and will lead all DFAP efforts at field office level on both internal and PSNP implementing organizations’ institutional strengthening component. S/he closely works with DFAP team, woreda and zonal PSNP implementing institutions and provides technical leadership to systematically identify institutional capacity gaps, capacity development planning and implementation. S/he will support and supervise institutional capacity facilitators for assessments, designs and implementation of capacity building, partnership and accountability. The position holder is also responsible to extract, document and share lessons within DFAP woredas and experiences from similar projects.

Roles and Responsibilities

 

Provide technical assistance for institutional strengthening (planning and implementation)

 

·       Establishes all necessary relationships with stakeholders including concerned government sectors to ensure that major capacity gaps are systematically identified;

·       Provides quality technical support to PSNP institutions and  project participants in institutional capacity strengthening planning;

·       Leads the design and implementation of institutional capacity strengthening, partnership and accountability mechanisms of the project at FO level;

·       Participates in DFAP detailed implementation planning (DIP), and annual reviews, to ensure that systematic relationships are identified and nurtured; and proper capacity building components for key institutional gaps are planned  throughout the life of the project;

·       Work closely with program staffs and PSNP institutions to ensure that review meeting are planned and executed in a manner that adds value to the project and enhances mutual respect and accountability;

·       Support with the implementation of appropriate monitoring systems and compile report on program activities that relate to capacity building, partnership and accountability.

 Partnership and accountability

·       Ensures productive relationships are established and maintained with all consortium partners, governmental and non-governmental organizations at all levels;

·       Identifies wherever partnership agreement/ Memorandum of Understandings (MOUs) should be signed and lead the process;

·       Continuously monitors the ‘heart beat’ of strategic partners (including the beneficiaries of the project) and devise mechanisms to ensure feedbacks and feed into accountability of all institutions horizontally and vertically;

·       Proactively develops and maintains a robust learning platform with all stakeholders and ensure that good practices are shared widely;

Learning, documentation and sharing

·       Identifies, record and share lessons on program processes, practices and results with internal staffs and PSNP institution;

·       Organizes opportunities and forums for experience sharing and learning;

·       Prepares and maintain up to date information on the capacity building activities, results and community based accountability systems of each operational area.

Leadership and representation

·       Actively participates and support programmatic coordination to enhance synergy;

·       Contributes to cohesive team spirit among staff and partners, while ensuring the achievement of the program objectives;

·       Represents CARE and other consortium partners on zonal and woreda government coordination meetings at different levels as delegated by the PM or POM;

·       Pays attention to ensuring that the project implementation process and standards are at internationally recognized higher standards and are accountable to beneficiaries and to actively engage beneficiary communities as equal partners in the design, monitoring and evaluation of the project initiatives.

 

Job Requirements

 Qualifications

 

A) Education/Training

Required: BA/BSc in Social Sciences or related fields

 

Preferred: MSc in institutional capacity building

 

B) Experience

 

Required: 4-6 years of work experience related to institutional capacity development, partnership and/or accountability.

 

Desired: Interdisciplinary experience in programs of different nature and previous work experience on PSNP, food security program, DFAP, agriculture extension is a plus.

 

C) Technical Skills

Required:

·       Excellent planning, organizational, analytical and decision making skills.

·       Excellent verbal and written communication skills in English and Amharic (mastery of Afan Oromo is considered a plus);

·       Excellent- demonstrated analytical skill in the field of partnership, understanding of different stakeholders and a progressive worldview of mutual respect, downward accountability, social justice and equality;

·       Proficiency in computer (Word, Excel & Access);

·       Effective interpersonal skills, maturity, intuitive, tact and a high sense of responsibility,

·       Ability to work harmoniously with people of different educational, cultural and technical backgrounds;

Desired:

§  Demonstrable technical and managerial ability, sound judgment and prior engagement on multi-lateral or large scale capacity building programs;

§  Proven training and facilitation skills;

§  Expertise in assessment, analysis and report writing.
