The programme will require significant elements of technical assistance in relation to the different aspects of tax policy and operations. However, evidence from similar programmes shows that technical assistance on its own has a high risk of failure. Early engagement in Maputo indicates that as well as the “technical tax” inputs, Our donor wish to see further resource allocated to institutional development aspects of the programme – seen by our donor as an essential element if the programme objective is to be achieved.

The roles primary responsibility will be to provide technical support to design and implement the project’s objectives. The adviser will oversee the planning and effective delivery of projects (change initiatives) resulting in measurable improvements, including changes to policies and procedures, job roles and organization structures, systems and methods, leadership styles and communication strategies.

She / He will be involved in working with international and local technical experts’ day-to-day work in designing and delivering impactful change interventions in their respective functional areas to fulfil the targeted institutional capability improvements, responsiveness-to-stakeholders and enhanced governance objectives of the program.

Furthermore, the advisor will work with the Team Leader to contribute to and edit the program’s periodical plans and progress reports.

The adviser will also provide direct support and coaching to the local consultants as they help their internal counterparts and beneficiaries through their transitions. The adviser will also support project teams in deploying and integrating a range of change levers and interventions in their plans

The advisor will have overall responsibility for the design of the change Project by identifying and documenting the initiatives, activities and work packages in order to achieve the ultimate goal of the project. Working in close consultation with the Team Leader and the Strategic Adviser, the Adviser will be responsible for:

  • Carrying out inception phase activities together with our senior partner and CA programme staff;
  • Review the available diagnostic reports that were developed previously;
  • Advise on the most appropriate design framework to deploy in the design of the project and ensure that adequate processes, procedures, and internal technical controls are in place and documented;
  • Propose and facilitate structured change methodology and effectively implement development activities;
  • Design and support the implementation of the change management tools;
  • Facilitate institutional, organizational and individual adoption of the required adaptations and transitions;
  • Design and develop, internal and external communications for implementing change;
  • Ensure the quality of the project’s outputs;
  • Contribute to the development of a performance frameworks and support the Team Leader in monitoring performance;
  • Assess change readiness among the key stakeholders and measure and report on changes in attitudes and behaviour;
  • Provide training, coaching and facilitation;
  • Design and lead seminars and workshops;
  • Provide analysis and reports as required

Basis for Appointment

This is a senior role based in Maputo and likely to involve approximately 330 days input over 5 years but with an expectation of some in-country travel and potentially internationally.

Person Specification

The Institutional Development Adviser will be an institutional development expert, with strong experience in Institutional Development, preferably in Mozambique or the Southern African region and will have demonstrated experience in achieving ambitious targets in similar capability and capacity building initiatives. She/he will also have experience in working with senior leaders on major strategic organizational change Projects assessing individual and institutional capacity building needs; designing training plans and modules based on individual and institutional needs; organising and facilitating capacity building activities based on individual and institutional needs; developing fundraising strategies and action plans; reviewing and updating organisational databases; reviewing and preparing annual organisational reports, and mentoring and coaching colleagues at work.

The Adviser will also possess demonstrable knowledge and skills in organisational development tools and methodologies including:

  • the ability to transfer skills and knowledge through formal or informal training and skill-sharing;
  • excellent attention to detail, accuracy, and the ability to assimilate and analyse information quickly;
  • excellent interpersonal and communication skills, including the ability to communicate with a wide range of stakeholders in a participatory and respectful manner, and to enhance effective work relationships;
  • a commitment to team-building and a consensus-led approach to work;
  • excellent prioritising skills, including the ability to plan and implement own work with limited support and/or supervision;
  • good problem-solving skills;
  • a drive for innovation and excellence;
  • the ability to adapt skills and knowledge to the local context and work with existing resources;
  • cultural sensitivity and an understanding of the challenges, frustrations and opportunities of working with nascent local organisations.
