Background

UNDP Lesotho’s support to the Government and people of Lesotho is governed by the Country Programme Document 2013-2017/18 and the Lesotho United Nations Development Assistance Plan (2013-2017/18), which is based on the priority needs of the country expressed in the National Strategic Development Plan 2012/13-2016/17. We are committed to building on and sharing experiences with our wide range of partners, to maximize the impact of development initiatives of the Government of Lesotho and other partners. Our work in Lesotho is in three focus areas with emphasis on the cross cutting issues of gender, youth, and HIV/AIDS:

Acceleration of Economic Growth – The aim is to support the economy to be more resilient to external shocks and volatility through generation of inclusive employment. UNDP aims to facilitate private sector development and engagement with focus on growing medium-sized, small and micro enterprises based on access to technical and vocational skills as well as targeted financial products from micro finance institutions.

Sound Environmental Management for Sustainable Development – UNDP assistance emphasizes three inter-locking issues that will enable adaptation to climate change and increase resilience – a low-carbon economy, conservation of natural resources to secure livelihoods and production, and better management of risks related to natural disasters.

Good Governance and Accountable Institutions – The aim is to boost institutional leadership, performance and accountability, citizen participation and mechanisms for maintaining social peace, targeting core democratic institutions such as the Independent Electoral Commission, Officer of the Ombudsman, Parliament, Human Rights Unit and Ministries critical to policy and institutional reform.

The Government of Lesotho launched a Lesotho Data for Sustainable Development with support from EU and UNDP in February 2016, to complete in June 2019. This project is aimed at assisting the Government in the collection, analysis and dissemination of development data and building institutional and technical capacities for monitoring and evaluation of development programs and effective pubic management systems. The data project is being implemented by the Ministry of Development Planning, through the Department of Monitoring and Evaluation (M&E) and Bureau of Statistics (BOS). The project has three inter-linked components, namely, i) definition of systematic tools for measuring development programs;

promotion of literacy and innovation for data collection, dissemination and use; and iii) strengthening national leadership, institutional and technical capacities for effective coordination and sectoral engagement.

Expected outputs from the project include the following:

National statistics are produced through an effective ecosystem

Increased use and quality of data in policy

Legal and policy framework reviewed and strengthened for effective coordination

UNDP is looking for an intern to strengthen project management and effective implementation of project activities in the remaining period. The Intern will provide additional administrative and technical support to the project technical team and management, to fill some of the existing human resources gaps in the project.

Duties and Responsibilities

  • Support preparation basic documentation and compilation of necessary information and analysis for implementation of project activities
  • Support project coordination and reporting mechanisms on delivery of key project milestones
  • Support research and development of basic capacities for data collation, analysis and management
  • Support finalisation of the national SDG Baseline Report,
  • Support development of innovative mechanism for tracking identified indicators in the Bureau of Statistics and M&E to feed into the preparation of the Voluntary National Review (VNR)
  • Support the Project Assistant in preparation of project activities; workshops and meetings
  • Support other/ad hoc activities as seen relevant and needed.

Competencies

  • Interest and motivation in working in an international organization;
  • Good analytical skills in gathering and consolidating data and research for practical implementation;
  • Outgoing and initiative-taking person with a goal oriented mind-set;

  • Candidates must meet one of the following educational requirements:
  • currently in the final year of a Bachelor’s degree; or
  • currently enrolled in a Master’s degree; or
  • have graduated no longer than 1 year ago from a bachelor’s or master’s degree or equivalent studies.

UNDP role in UN coordination

UN coordination is a key priority for UNDP and a commitment in our Strategic Plan. The UNDP Administrator is the Chair of the UN Development Group (UNDG), which unites the funds, programmes, specialized agencies, departments and offices of the UN system that play a role in development. Created by former UN Secretary-General Kofi Annan and endorsed by the General Assembly, the UNDG seeks to ‘facilitate joint policy formulation, encourage programmatic collaboration and realize management efficiencies’ among UN agencies.

At the country level, this interagency structure is embedded in the Resident Coordinator System (RCS), which encompasses all organizations of the United Nations system with operational activities for development. The RCS is managed by UNDP on behalf of the entire system. The Resident Coordinator function is carried by the UNDP Resident Representative. As the designated representative of the Secretary-General, the Resident Coordinator is the leader of the UN Country Team (UNCT) and plays a central role in coordinating the UN’s development operations and ensuring alignment with national priorities. UNDP provides the lion’s share of the resources needed to maintain the RC system in over 130 countries. The remainder of the RCS funding comes from a cost-sharing arrangement between all participating agencies.

UNDP also administers the UN Capital Development Fund, which helps developing countries grow their economies by supplementing existing sources of capital assistance by means of grants and loans; and UN Volunteers, which fields over 6,000 volunteers from 160 countries in support of peace and development through volunteerism worldwide.
