International Construction Management Specialist/Trainer for Tanzania MUM Activity – STTA 90 views0 applications


The USAID funded Maji na Usafi wa Mazingira (MUM) project in Tanzania, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest for an International Construction Management Specialist/Trainer for a short-term technical assignment (STTA). This position will be located in the main office in Iringa, Tanzania.

Position Description/Summary: Tetra Tech International Development is seeking to hire an International Construction Management Specialist to train and orient the USAID TZ MUM Tetra Tech technical team, RUWASA (Rural Water Agency) and WSSAs (Water & Sanitation Authority) staff on international best practices and procedures to manage construction contracts and implementation including the USG/USAID requirements in managing infrastructure projects. This will require travel to Tanzania for two weeks in May or June 2024, includes approximately 15 days in TZ plus travel and 2 days at home of record.

Responsibilities:

*The international construction management specialist will carry out the following tasks.

*Task 1: Prepare inception report on the strategy and interventions envisioned to carry out this assignment.

*Task 2: Orient and train MUM technical team (SO1, SO3 and SO4 teams), RUWASA and WSSA staff on international best practices and procedures to manage construction contracts and construction implementation of water and wastewater treatment system infrastructure including the USG/USAID requirements in managing infrastructure projects with particular attention to water supply and wastewater treatment infrastructure projects.

*Task 3: Orient and train MUM technical teams (SO1, SO3 and SO4 teams), RUWASA and WSSA staff on the use and application project management tools, templates, checklists, and Standard Operating Procedures (SOPs) in managing day to day implementation of construction activities on sites using practical experience and/or case studies. Specific attention includes, but is not limited to: Preparing construction schedules and briefings; Site inspections; Maintaining a record of all construction related activities; Quality control required in the contract documents and procedures expected from standard operating construction practices; Completing construction progress reports; Verifying the correctness of billings/invoices submitted by construction contractors; Change orders or variation orders; Accepting and approving warranty, guarantees, and other submissions required of the construction contractor; Reviewing the construction contractor submittal of value engineering proposals; Preparing punch lists and turnovers during the project completion and close out; Assisting with disputes and claims resolution; Environmental compliances and reporting in construction activities

*TASK 4: Orient and train MUM technical teams (SO1, SO3 and SO4 teams), RUWASA and WSSA staff on the use and application of simple and commonly used construction management software such as Procore Construction, Contractor Foreman, Leap etc.

*Task 5: Prepare and submit final training report with details of the required recommendations to be adopted and used by the project during the execution of the WISA.

*Task 6: Assist the MUM technical team to review and respond to comments provided by USAID and/or construction contractors during the construction activities.

Minimum Qualification Requirements:

* Master’s degree in engineering.

* Master’s degree and seven years relevant experience, or bachelor’s and ten years relevant experience.

* Experience in project management and/or construction management.

* Desire at least 5 years’ experience in carrying out project supervision and construction management particularly for USG/USAID funded infrastructure construction projects.

* Knowledge, skills, and experience in the water and sanitation sector is an advantage.

* Fluent English

Tetra Tech is helping to improve the capacity of non-governmental organizations (NGOs) and civil society organizations (CSOs) to increase the practical knowledge of vulnerable Iraqis of their rights, responsibilities, and remedies under the law. The program aims to increase the competence and availability of legal professionals assisting vulnerable populations, and to improve government processes to facilitate access to government services and legal remedies. The program has a particular emphasis on improving access to justice for women and youth.

We are managing an $8.25 million grants program that provides funds to Iraqi NGOs, law schools, and bar associations operating in 13 of the 18 Iraqi provinces. The program has disseminated more than 60,000 public awareness materials, supported 4,842 legal cases on behalf of vulnerable Iraqis, established 30 grassroots legal clinics, and provided more than 32,000 person-days of education to vulnerable Iraqis on their legal rights; more than 75 percent of participants have been women.

In addition, five universities have launched legal clinic practicum courses and have established law school legal clinics providing legal services to vulnerable Iraqis.
