ORGANIZATIONAL CONTEXT
Responsible to supervise and coordinate all supply chain operations in Nyala Area Office including management of WFP contracted transporters, warehousing management and Supply Chain Cash-based Transfer (CBT) to ensure timely, efficient, cost-effective and maximize utilization of the resources in accordance to Procedures & Normative Guidelines as establish by WFP.
KEY ACCOUNTABILITIES (not all-inclusive)
Logistics planning
- Follow up with transporters, WFP Fleet, Programme Units and Field Offices on Inland transport operations to confirm availability of cargo and tracking capacity;
- Evaluate and recommend shortlist of inland transporters depending on capacity and other parameters;
- Undertake missions to evaluate and report logistics capacity;
- Preparing monthly, bi-weekly, and daily loading and dispatch plans.
- Establish collaborative working relationships with Cooperating Partners, and suppliers to exchange information to gauge client satisfaction and achieve the goals.
- Coordinate between program units regarding sub-destinations and urgent dispatches and also with our CPs capacity;
Logistics Management
- Maintain regular contact with all partners dealing with Inland Transport to keep abreast of the market.
- Follow up on the status of individual shipments to ensure compliance with agreed commitments and keep clients informed. Take corrective action to meet the target dates.
- Ensure the availability of appropriate documentation.
- Resolve problem cases in freight issues. Keep clients advised of order progress.
- Provide inputs to compile the inland transport performance and evaluation report.
- Review SC CBT/ transport payment requests for completeness and accuracy. Take action and/or recommend courses of action;
- Verify transactions for the approval of Supervisor ensuring all required terms, specifications and conditions are clearly stated and in compliance with WFP policies, regulations and procedures;
- Supervise and follow up with service providers until safe and timely delivery of WFP cargo is ensured;
- Take pre-emptive action on operational issues including SC CBT;
- Contribute to the development and maintenance of a roster of the best transporters, by supervising market, and evaluating service providers and share this information with clients and colleagues;
- Ensure adequate number of trucks for Sudan operations by timely notification of carriers for both food and NFIs consignments;
- Consolidate information on daily incidents and notify it to the supervisor and other concerned parties.
- Preparing and arranging for the convoys both WFP and inter agencies in coordination with cluster unit.
Knowledge management
- Maintain a roster of the best carriers and service providers, activities and statistics and contract advertisement and awards to share and disseminate information.
- Plan and undertake training activities for staff and other partners to build capacity and transfer knowledge.
- Responsible to supervise and coordinate WFP contracted transporters, warehousing management and Supply Chain Cash-based Transfer (CBT) to ensure timely, efficient, cost-effective and maximize utilization of the resources in accordance to Procedures & Normative Guidelines as establish by WFP.
- Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

FUNCTIONAL CAPABILITIES
Supply Chain Management and Optimization
Demonstrates ability to design basic supply chain networks, including appropriately assessing and raising challenges to ensure that WFP is able to provide consistent and uninterrupted service to its beneficiaries and partners.
Planning, Project & Resource Mgmt
Collects and analyses relevant technical data from diverse sources to forecast operational needs under various scenarios and makes evidence-based proposals.
Information Management & Reporting
Liaises with internal and external partners to consolidate preliminary data analysis, draft reports and disseminate information that represents concerns and trends.
Market Analysis, Contracting and Operational Execution
Demonstrates ability to collect market information and process and analyse proposals in line with WFP standard rules and regulations in order to deliver efficiently.
Warehouse and Inventory Management
Demonstrates ability to implement operational warehouse procedures and normative guidance in order to manage WFP’s warehouse, handle inventory optimally through corporate systems, and ensure loss mitigation.
Technical Assistance and Coordination
Demonstrates abilities to provide basic technical advice and maintain effective (inclusive, collaborative, unified) logistics coordination mechanisms with humanitarian partners and other relevant stakeholders.
STANDARD MINIMUM QUALIFICATIONS
Education:
Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related fields, or First University degree with additional years of related work experience and/or training/courses
Experience:
5 years of experience with Field Logistics Operations including Warehousing, Transport and Operations;
Languages:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese
