Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. *I. Context:

With an overall objective of this project to contribute to sustainable peace and security, improve human security of vulnerable communities and mobile populations through addressing trafficking in persons (TiP) and other priority interventions in Lesotho, the Government of Japan has provided financial support to the project “Counter Trafficking in Persons and Smuggling of Migrants through Victims of Trafficking (VoT) crisis shelter rehabilitation and building immigration department’s capacities in Lesotho.’’ The project is implemented by International Organization for Migration (IOM) in collaboration with Ministry of Home Affairs (MOHA) as the key Government counterpart. The project period is from 15 March 2020 to 15 March 2021.

Lesotho presents complex and volatile population mobility patterns which can exacerbate existing levels of human vulnerability and heighten national security concerns. Trafficking in Persons (TiP) is a serious crime and a grave violation of human rights and dignity. Lesotho continues to be a country of origin, transit and destination for human trafficking. Smuggling of migrants is another serious crime against the state and victims of smuggling could easily become victims of trafficking (VoT). Moreover, the country struggles to address the issue of irregular migration, lacking the relevant information on the organized crime networks that continue to perpetuate these crimes. Lesotho also continues to require increased capacities to manage its porous borders and strengthen its border control. Despite the GoL’s ongoing efforts towards counter trafficking and smuggling, there are three urgent issues which need to be addressed.

While the immigration department has been strengthened through basic trainings on border management and Immigration Standard Operating Procedures (SOP) implementation at all borders, immigration inspection at Ports of Entries (POEs) and immigration intelligence capacity at Ministry of Home Affairs (Maseru) is weak, and the capacity to conduct inspection of suspicious facilities / retailers etc. to identify the trafficked and/or smuggled migrants in Lesotho is also very limited. Furthermore, while 2

various data (border management, resident permits, E-visa application etc.) are available at the Immigration department, there is no systematic analysis of the data (immigration intelligence) which will provide timely information on the emerging trends, profiles and routes for smuggling, trafficking and other transnational crimes which take place at the POEs.

In order to address this challenge, one of the project objectives is Outcome 2: The capacity of identification and investigation of trafficking in persons and smuggling of migrants is enhanced through establishment of an immigration inspection unit and strengthened immigration intelligence.

As the first step towards the functional immigration inspection establishment and intelligence-led immigration inspection, which will contribute to the identification of in-admissive foreign nationals as well as identification of human traffickers and smugglers; the project will begin with designing methodology for risk analysis process, develop risk profiles, and undertake threat analysis through in-depth interviews, key informant interviews, desk review of existing data source (i.e. border information system, E-visa, resident permit etc.) specific to the Lesotho context.

Secondly, in order to maximize the effectiveness of intelligence-led immigration inspection, the coordination and cooperation with other institutes which have an intelligence mandate (i.e. National Security Service) or who have relevant data which will enhance the immigration intelligence (i.e. Lesotho Mounted Police Service, The International Criminal Police Organization (INTERPOL), National Identity and Civil Registration or NICR department, Refugee department of MoHA, Lesotho National Correction Service, Department of Public Prosecution of Ministry of Law, and Ministry of Justice etc).

The consultant with experience in immigration intelligence and developing inter-agency coordination will facilitate a workshop among the relevant stakeholders in order to develop a risk profile mechanism, data sharing process and inter-agency coordination and cooperation. As a result, trained immigration managers will be able to conduct its own risk profile and threats assessment, data sharing with other relevant agencies beyond this project. Risks and threats to each country is dynamic, and therefore it is important to regularly conduct risk / threats assessment. *II. Objective:

The objective of this Expression of Interest is to identify the competent international consultant with extensive experience in supporting Immigration / Emigration department under Ministry/Department of Home Affairs, Internal Security, or relevant Ministry in charge of immigration/emigration at global level, but preferably in the context of Africa.

Under the direct supervision of Chief of Mission in IOM Lesotho and in coordination with Ministry of Home Affairs (Immigration department), the selected consultant is expected to the followings:

• • Design methodology for risk analysis process, and undertake threat analysis in the context of immigration / emigration in Lesotho;
• • Develop a coordination and cooperation mechanism between immigration and other institutes with an intelligence mandate;

• • Facilitate workshop at inter-agency level in order to agree on the data / information exchange and collaboration to develop / update risk profile on regular basis. *III. Travel to Maseru-Lesotho.

During the initial assessment for the meeting with the key stakeholder (proposed May or June 2020), and the workshop to validate the inter-ministerial coordination mechanism on immigration intelligence (proposed October or November), while the initial plan was for the international consultant to come to Lesotho, due to the global pandemic of COVID-19 and related travel restriction, it would be a subject of decision and resolution based on the situation during the consultancy. *IV. Required Qualifications and Experience.

• Master’s degree in international relations, political sciences, migration studies, border management or demography and statistical studies. **Experience

• The candidate must be experienced in the topic of border management, immigration inspection, intelligence, and inter-agency coordination and collaboration on immigration intelligence at global level, but preferably in Africa, experience on Southern Africa is an advantage;
• A minimum of 10 years of experience on border management, immigration/emigration inspection, intelligence gathering, analysis and reporting;
• The candidate must also have former experience in facilitating workshops with government officials; **Languages
