  1. BACKGROUND

Under its child protection sector, Save the Children aims to promote, protect and fulfill children’s rights to protection from abuse, neglect, exploitation and violence as expressed in the 1989 UN Convention on the Rights of the Child (UNCRC) and other human rights, humanitarian and refugee treaties and conventions, as well as in national laws. Child protection is a key priority for Save the Children in development and humanitarian contexts.  Globally, Save the Children is the lead agency in child protection.

Save the Children’s child protection programs focuses on four sub themes Appropriate care, Protection of children against violence (including harmful traditional practices), children and harmful work and child protection systems to respond to the protection concerns of children. It is engaged in the prevention and protection of children from abuse, violence and exploitation. It works very closely with other sectors such as education, health and livelihoods.

Child abuse, violence, neglect and exploitation are some of the human right violation facing the children of Ethiopia. Children experience violence in the home, school and other institutions as well as community perpetrated by their own caregivers and/or extended family. Many children drop out of school because of the protection issues they face at different levels. Many young girls die/or encounter health related complications because of early marriage, FGM and other harmful practices they experience in their daily life.

Save the Children, has designed and implemented various programs to address the protection concerns that children are facing in Ethiopia. Its work involves prevention of violence against children, response when a child requires protection and support and strengthening of the national/local child protection system. Its prevention work includes creating awareness at different levels, promoting positive disciplining techniques, empowering children and other community groups, and transforming negative social norms. It response work involves assessing girls’ and boys’ needs and develop response plan, facilitating family reunification or alternative safe care arrangements and reintegration, ensuring children’s access to psychosocial and legal services. Strengthening community based child protection mechanisms and strengthening coordination, collaboration and referral for services at local and national level are main works in strengthening national/local level child protection system.

Currently, Save the Children has planned to implement a three year project entitled ‘Promote the Survival and Development of pastoralist Children in South Omo Zone of Ethiopia (Phase 2)’ with funding from Save the Children Italy to address the protection concerns that children and women/girls experience in SNNPR, South Omo zone, Hamer, Dassenech and Nyangatom wordas.  and part of implementing the three years project, Save the Children has planned to conduct project baseline assessment and this TOR is developed to guide the process.

Understanding the Project

Save the Children has been implementing the project “Promote the Survival and Development of Children in South Omo Zone of Ethiopia” since January 2015. The first phase of the project was from January 2015 to February 2019. The second phase of the project started in March 2019 and will end in December 2021. The second phase of the project will build on previous works on the ground and will be integrated with Ethio/Norad supported project.

Promote the Survival and Development of Pastoralist Children in Ethiopia South Omo Zone Phase Two aims to address the underlying socio-cultural and economic factors affecting the lives of boys, girls and young women in marginalized communities of the South Omo Zone. It also aims to enhance access to services for highly vulnerable children such as boys and girls with disability, abandoned children, children at risk and children affected by negative socio-cultural norms.  The project will contribute to the government’s commitment to end early marriage and Female Genital Mutilation(FGM) from Ethiopia by the year 2025. It will also contribute to achieve SC Ethiopia child protection strategic priority (SG#1: Communities, families and services become responsive to protect children from sexual and gender based violence (GBV)) and education sector strategic priorities (SG #2: Increased prioritization and Strengthened delivery systems for quality early childhood care and education targeting children of 4 & 5 years of age). The project will also contribute to Save the Children‘s breakthroughs: be protected, survival and learning by protecting children from violence, abuse and exploitation that they experience in their communities, by facilitating access to Early Childhood Care and Development (ECCD) programs, by supporting their emotional, physical and cognitive development.

  1. Project overall objective:

Boys and girls, including those living without appropriate care, enjoy the right to protection from abuse, exploitation, violence and neglect through well-functioning child protection system and early childhood care and education

Project Specific Objective

Ø  Communities take over project activities and start to respond to issues of violence, abuse neglect and exploitation against children

Ø  Strengthened and coordinated national and community-based child protection mechanisms, prevent, identify and respond to violence against girls and boys

Ø  Duty bearers, civil society and communities are engaged in ensuring quality education, including psychological wellbeing and safety of girls and boys in and around schools

Ø  Increased access to quality and inclusive pre-primary education for vulnerable and promoted better child development outcomes of 4-6 aged children  in 3 woredas in South Omo

Target Groups

Ø  The project will directly target most deprived children such as boys and girls at risk and affected by Harmful Traditional Practices (HTPs) including victims of ‘Mingi’, early/child marriage and FGM and survivors of Sexual and Gender Based Violence (SGBV), boys and girls with disability, abandoned boys and girls, girls and boys that are denied schooling, boys and girls living without appropriate care. Families, traditional/influential community leaders, and school community groups, government sector offices, law enforcement bodies are also among the target groups that will be reached through the project. In overall the project will directly target about 14,486 children, and 6231 adults

Project Target Area

Ø  Southern Nations, Nationalities and People’s Region (SNNPR), South Omo Zone: Hamer, Dassenech and Ngnangatom woredas. The total targeted kebleles are 37.

Result

Ø  Communities including boys and girls, men and women, influential community leaders used the knowledge they gained through the project to protect children from abuse, violence, and exploitation including sexual and gender based violence

Ø  Children victims or at risk of HTPs are protected and cared for according to their specific need and best interest by formal and community based child protection mechanisms capacitated by the project in the targeted areas of South Omo

Ø  Local Civil Society Organizations (CSOs) and Community Based Organizations/CBOs (including CPC, women association and Women Development Army) are able to respond to issues of violence, abuse and exploitation.

Ø  Strengthened capacity and coordination of multi stakeholder including government and non-government duty bearers, psychosocial service providers, community based organizations and Child Protection Committees (CPCs) to prevent, monitor and respond to violence against children in South Omo.

Ø  School based child protection mechanisms in strengthened

Ø  Increased access to quality and inclusive pre-primary learning environment for 4-6 aged children in 3 woredas in South Omo

Ø  Children 4-6 improve their development outcomes and are better prepared to transit successfully to 1st Grade

Ø  Local communities and institutions are empowered to promote equitable and inclusive access to pre-primary education in 3 woreda in South Omo

III. PURPOSE AND OBJECTIVE

 

3.1 Purpose of the Baseline

Save the Children has been implementing ‘Promote Survival and Development of Children in South Omo Zone’ project since January 2015. The second phase of the project has started in March 2019. In order to effectively measure the second phase project’s impact and success, strong and evidence-based baselines are required for the project’s key indicators. Thus, this baseline assessment is meant to measure the status of key indicators.

3.2 Objective of the baseline study

Ø  To measure the current status of key indicators of the projects in line with the log frame

Ø  To determine the prevalence of HTPs (‘Mingi’, early/child marriage, whipping, not sending girls to school, FGM) in Hamer Dasenech and Ngnangatom Woredas of South Omo Zone

Ø  To determine the existing actions of the communities to respond to issues of violence, abuse, neglect and exploitation against children

Ø  To provide information on the existing coordination mechanisms to prevent, identify and respond to violence against girls and boys.

Ø  To identify current roles of duty bearers, civil society and communities in ensuring quality education, including psychological wellbeing and safety of girls and boys in and around schools

Ø  To assess the accessibility of quality and inclusive pre-primary education for vulnerable children

Ø  To assess the current Knowledge, Attitude and Practices (KAP) of community towards HTPs

Job Requirements

Consultant Profile

The consultancy work should be undertake by a legally registered firm having TIN and a renewed license. The number of assessment team should be at least 3 persons. The firm/consultant/s should ideally possess the following qualifications and experience.  Consultants comprising of team members from these disciplines are more preferable.

Ø  MA degree in Sociology, Psychology, Human rights, Social Work, Law, Development Studies, or other relevant area,

Ø  In-depth understanding of child protection and child participation.

Ø  Proven experience in conducting baseline studies in the area of child protection and ECCD

Ø  Proven experience in qualitative and quantitative data collection and analysis

Ø  Proven experience on participatory assessment approach

Ø  Fluency and proficiency in written and spoken English, excellent communication skills

Ø  Familiar with the project target woredas and the culture (if possible).
