  1. Purpose of consultancy

The purpose of this consultancy is to provide technical support to the strengthening of information and knowledge management within the Health Emergencies Programme by supporting the development, standardization, quality assurance, documentation and dissemination of information and knowledge products; strengthening knowledge repositories and document management systems; capturing lessons learned and good practices; developing learning and capacity-building resources; coordinating Communities of Practice and knowledge-sharing activities; and monitoring related activities. The consultancy will provide support to enhancing access to reliable and standardized information, promoting organizational learning and knowledge exchange, strengthening capacity, and supporting evidence-informed decision-making for emergency preparedness and response.

  1. Background

Effective information and knowledge management are essential to ensuring timely, accurate and actionable information for public health emergency preparedness and response. The Health Emergencies Programme is strengthening these systems, with a particular focus on supporting knowledge management within Incident Management Support Teams (IMSTs), developing and standardising health information products, and strengthening training and capacity-building initiatives. The consultancy will support the development and quality assurance of situation reports, bulletins, technical briefs, templates and SOPs; facilitate the capture, organization and sharing of operational knowledge and lessons learned within IMSTs; and contribute to learning and capacity-building activities. The Consultant will work closely with technical teams, IMSTs, Knowledge Management focal points, RCCE colleagues and partners to support the strengthening of knowledge exchange, organizational learning and evidence-informed decision-making.

  1. Deliverables

Output 1: Provide technical support to the development and maintenance of standardized and quality-assured information management products and tools.

Deliverable 1.1

Provide technical support to the standardization, development, updating and quality assurance of information management products and tools used to support emergency preparedness, response and organizational reporting.

Deliverable 1.2

Review existing information management products, templates and reporting tools and identify opportunities for standardization, harmonization and improvement. This includes reviewing existing situation reports, bulletins, technical briefs, reporting templates, SOPs and related information products, and consulting with relevant technical teams and IMSTs to identify the gaps, duplications, inconsistencies and opportunities for standardization as well as developing recommendations for improving information products and workflows.

Deliverable 1.3

Develop, revise and standardize agreed information management templates, SOPs, reporting tools and guidance materials. This includes drafting and reviewing templates and SOPs, incorporating technical and user feedback, developing user guidance and instructions where required, ensuring quality of content, structure, language and consistency and provide support to piloting and refinement of products.

Deliverable 1.4

Provide technical support to the production and quality assurance of selected information products, including situation reports, bulletins, technical briefs, presentations and other operational knowledge products.

Output 2: Provide technical support to the strengthening and maintenance of knowledge repositories and document management mechanisms.

Deliverable 2.1

Review and organize existing knowledge resources and document repositories relevant to the Health Emergencies Programme. This includes mapping existing repositories and information sources, supporting or refining document classification and cataloguing approaches, organizing documents using agreed metadata, tagging and naming conventions, supporting archiving and version control, and identifying obsolete, duplicated or missing resources.

Deliverable 2.2

Provide technical support to the development and maintenance of an accessible and user-friendly centralized knowledge repository. This includes supporting the development of repository structures and content categories, uploading, cataloguing and tagging relevant resources, supporting the establishment and strengthening of version-control mechanisms, supporting the development of navigation, search approaches, preparing periodic reviews and updating repository content.

Deliverable 2.3

Prepare periodic updates on the status, use and gaps of knowledge repositories and document management systems.

Output 3: Support the documentation and dissemination of organizational learning and institutional knowledge.

Deliverable 3.1

Support the identification, documentation and compilation of lessons learned, good practices, after-action reviews and operational experiences. This includes reviewing the existing lessons learned and after-action review documentation, interviews or consultations with relevant staff and technical teams, preparing standardized documentation formats, compiling key findings, good practices, challenges and recommendations and identifying the  knowledge that should be institutionalized or shared more broadly.

Deliverable 3.2

Provide technical support to the development and dissemination of learning products based on documented  organizational knowledge. Products may include: lessons-learned briefs, good-practice summaries, case studies, learning notes, after-action review summaries, knowledge briefs and other appropriate formats.

Deliverable 3.3

Provide technical support to the establishment or strengthening of a structured mechanism for capturing, organizing and sharing institutional knowledge.

Output 4: Provide technical support to the strengthening of learning and capacity-building materials and activities.

Deliverable 4.1

Provide technical support to the assessment and documentation of learning and capacity-building needs related to information  management, epidemic intelligence and knowledge management. This may include: reviewing existing training and capacity-building initiatives, compiling and analysing identified learning needs, consulting with technical teams and relevant stakeholders and preparing learning needs assessment summaries and recommendations.

Deliverable 4.2

Provide technical support to the development, updating and quality assurance of training and learning materials. Products may include: training packages, facilitator guides, participant materials, presentation materials, job aids, exercises and case studies, pre- and post-training assessment tools and other learning resources as required.

Deliverable 4.3

Support implementation and evaluation of selected learning activities. Activities may include: coordination with facilitators and participants, preparation of training logistics and materials, documentation of training sessions, compilation and analysis of participant feedback, preparation of training evaluation and completion reports, and documentation of recommendations for future training.

  1. Qualifications, experience, skills and languages

Educational Qualifications:

  • Essential: First university degree in Public Health, Epidemiology, Health Information Management, Knowledge Management, Health Informatics, Information Management, Social Sciences, Communications, Education, International Development or another relevant field.
  • Desirable: advanced university degree in public health and additional qualifications or professional training in knowledge management, information management, learning and development, public health emergencies, epidemiology, monitoring and evaluation, or related areas.

Experience

  • Up to 5 years of relevant professional experience in information management, knowledge management, public health, emergency preparedness and response, organizational learning, capacity development or a related field.
  • Demonstrated experience in developing and managing information and knowledge products, including reports, technical briefs, SOPs, templates, guidance and learning materials.

Skills/Knowledge: .

The Consultant should demonstrate: · Excellent technical writing, editing, proofreading and documentation skills.

  • Strong ability to synthesize complex technical information into concise, clear and user-friendly products.

Languages and level required:
