Background

Handicap International (HI) is an international non-governmental organization (NGO) created in 1982 with headquarter located in France.

HI is registered in Egypt as a foreign NGO, since 2013 under No (93). Since then, HI has been implementing several projects in Greater Cairo as well as in Upper Egypt to promote access to inclusive and adapted services for Persons with Disabilities & vulnerable groups.

Scope of work

· Review and approve the monthly payroll calculation of the national employees with regards to the tax and social insurance and their compliance with the laws and regulations.

· Review and approve the calculation of the employee’s final settlement with regards to the tax and social insurance and their compliance with the laws and regulations.

· Review and approve withholding tax calculation and their compliance with the laws and regulations.

· Submit the quarterly withholding tax report to relevant authority (form 41).

· Submit the quarterly employee’s tax report to relevant authority (form 4).

· Submit the annual payroll settlement report to relevant authority.

· Inform HI of all changes in the legal framework affecting its operations in the country such as NGO law, labour law, social insurance law and taxes, financial regulations applying to INGOs (VAT, withholding, income).

· Provide legal advice on issues related to this legal framework when requested.

Deliverables:

· Briefing report for the findings in the salary monthly report approved from his side.

· Briefing report for the findings in the withholding tax report approved from his side.

· Copy of the submitted quarterly withholding tax report.

· Copy of the submitted quarterly employee’s tax report

· Copy of the submitted annual payroll settlement report.

· Provide a copy of the official documents for the new laws or decree.

Legal Auditor’s profile

· The Legal firm must be authorized and licensed to practice in Egypt in the above-mentioned fields

· Proved capability of applying auditing standards

· At least 5 years relevant experience in providing similar legal services.

· Excellent communication and presentation skills

· Punctuality and quality of the due reports and feed-backs

· The Legal Aid should have adequate staff, with appropriate professional qualifications and suitable experience, including experience in legal support of international non-governmental organizations.

Desirable:

· Familiarity with, as well as experience concerning international non-governmental organizations

Service Duration and Location:

The contract duration will be from 01st January 2022 till 31st of December 2022.

The selected firm will be requested to carry-out any field assignment in Handicap international’s office in Maadi. Strict safety measures related to COVID will be ensured.

RESOURCE PERSON:

Within the framework of the service provision, the Auditor will be asked to collaborate with Handicap International’s teams and in particular with the finance who will be the focal point of contact for the accountancy part, And the HR part and keep the HOM and Finance manager in all communication.
