Local Capacity Building Manager, Sahel

ACDI/VOCA is seeking a Local Capacity Building Manager for an upcoming Regional Resilience Activity in the Sahel region – Burkina Faso, Chad, The Gambia, and Mauritania – funded by USAID. The anticipated program seeks to expand resilience in the Sahel, improving the ability of individuals, households, and communities to mitigate, adapt to, and recover from perennial shocks and stresses.

The Local Capacity Building Manager will support the program in strategic planning, capacity building, policy formulation, and implementation. They will lead efforts to develop innovative and effective capacity building capacities within municipal government staff, producer associations, and partner organizations. The program is anticipated to start in 2025 and this position will be based in Burkina Faso.

Responsibilities

  • Ensure that best in class approaches (including ACDI/VOCA expertise) in local capacity building for partners is integrated into approaches and tools
  • Maintain a network of consultants and local partners who can provide operational support to local entities
  • Implement and apply the result from organizational capacity building tools (OCATs) and assessments
  • Develop a capacity building strategy and budget in-line with program and partner objectives
  • Implement and coordinate capacity building interventions and training
  • Develop and facilitate Training-of-Trainers (TOT) activities to prepare facilitators to deliver trainings
  • Provide technical support to capacity building staff
  • Oversee implementation of the capacity building program through budget management (budget forecasting, development of spending plans, and budget follow-up), ensuring timely recruitment and developing program work plans
  • Ensure the submission of workplans and professional development opportunities in line with performance monitoring and evaluation plans
  • Identify capacity building issues, risks, and necessary improvements related to program implementation in a timely manner and suggest appropriate program adjustments
  • Promote and support the dissemination of best practices, success stories, and learning pieces about ACDI/VOCA’s approach to capacity building within the program, and the results or the impacts from the approach program goals and objectives
  • Represent ACDI/VOCA and the program at technical working group meetings with USAID and local governments

Qualifications

  • Bachelor’s degree in international development, organizational development, capacity building, or relevant field is required; master’s degree is desired.
  • Minimum 7 years of progressively responsible experience in capacity building or institutional development roles, preferably in an international development context.
  • Proven ability to collaborate successfully with host-country government officials, international donors, and private sector stakeholders.
  • Knowledge of USAID rules and regulations preferred.
  • Experience working in Burkina Faso preferred.
  • Fluency in French required; English strongly desired.
