Background

SoCha, LLC is contracted to provide Monitoring, Reporting, and Capacity Strengthening (MRCS) support to complement and augment USAID’s Sahel Regional Office (SRO) performance management of activities within its portfolio. Over a period of five years (2023-2027), MRCS will provide this technical assistance to the Sahel Regional Technical Office, Sahel Regional Program Office, the Niger Mission, the Burkina Faso Country Office, the Bureau for Humanitarian Assistance (BHA) Resilience Food Security Activities (RFSAs) in Niger and Burkina Faso, as well as limited support to other SRO-supported countries.

Scope of Work and Responsibilities

MRCS, implemented by SoCha, seeks a short-term consultant to provide technical support for its evaluation team in the implementation of a performance evaluation of the Promoting Rights and Justice (PRJ) activity in Gambia. The consultant’s responsibilities include but are not limited to:

  • Drafting the evaluation methodology and data collection tools.
  • Contributing to enumerator recruitment and training.
  • Overseeing data collection in the field, in collaboration with the MRCS Evaluation, Assessment, and Study (EAS) team.
  • Leading data processing, analysis, and reporting. in addition to developing the performance evaluation report.
  • Conducting a literature review to provide information on:
    • Background on the Gambia’s democracy and justice sector.
    • Previous or other USAID and non-USAID interventions.
    • Justice sector reform and civil society empowerment.
    • Gender and LGBTQI+ inclusion in development programs, including democracy and justice sectors.
  • Incorporating into the evaluation report pertinent information from any identified additional resources.
  • Participating in regular check-in calls with MRCS staff, as required.

The consultant will be contracted by SoCha and will report directly to the MRCS Technical Director. Deliverables from the consultant will include:

  • Draft data analysis plan, due two week after contract signature.
  • Draft evaluation report, due two weeks after transcription and codification.
  • Availability to provide answers to comments the MRCS EAS team and USAID on the evaluation drafted report, final report due on ad hoc basis.

Minimum Qualifications and Experience

  • Master’s degree in Law science or other related master’s degree required, PhD preferred.
  • At least five (5) years of expertise working in the Sahel context, specifically in conflict-prone, low-resource and insecure areas.
  • High-level of technical expertise on monitoring, evaluation and learning required.
  • Strong knowledge of the Gambian judicial system and law required.
  • Ability to work independently to produce results within a defined timeline.
  • Strong communication skills and excellent client relations
  • Experience in the Gambia strongly preferred.
  • Excellent English writing skills required.

Location

This scope of work will be carried out in Gambia.

LOE and Period of Performance:

The work will be carried out from May 5 to August 31, 2024. The LOE is a maximum of 50 days.
