Proposal Objective:
SI is bidding on a proposal funded through the Millennium Challenge Corporation (MCC) Benin/Niger Compact to conduct the Benin Regional Transportation Evaluation. The evaluation will cover both of the projects that make up the Compact: The Corridor Infrastructure (CI) Project, and the Efficient Corridor Operations (ECO) Project. The projects are designed to reconstruct the road linking the town of Bohicon to that of Dassa into 2×2 lanes and address the institutional and commercial constraints which increase the financial and time costs of transporting goods along the transport corridor which connects the city of Cotonou in Benin to that of Niamey in Niger. The Corridor Infrastructure Project is comprised of 2 activities and is intended to reduce transportation costs by ameliorating the physical condition of the road in Benin along the transport corridor through (i) rehabilitation of the road between the cities of Bohicon and Dassa, (ii) improvements in the quality of the periodic road maintenance work, and (iii) increased periodic road maintenance funding through reforms of the road maintenance sector. The Efficient Corridor Operations project is comprised of 4 sub activities designed to improve the efficiency of truck freight sector operations by addressing axle load management, regulatory review and capacity building, freight vehicle regulation, and the organization and establishment of a corridor authority. The period of performance is 1 base year with 9 option year periods.
Position Description:
SI is seeking a Beninese Local Researcher to support the evaluation of the MCC Benin/Niger Compact
Position is contingent upon the award of the contract to Social Impact and final evaluation approach. If the position is offered, it will be intermittent over the 1 base year + option year periods. Anticipated award date is September 2024.

Responsibilities:
- Participate in qualitative and quantitative data collection in Benin.
- Provide inputs to develop evaluation deliverables, survey instruments, and questionnaires including research in the transport/roads sector.
- Facilitate in-country communications, data requests, and stakeholder relationships with MCC, MCA and other relevant stakeholders.
- Partake in training, execution, and oversight of data collection activities including qualitative interviews and surveys.
- Provide inputs to develop evaluation deliverables, survey instruments, and questionnaires including research in the transport/roads sector.
- Facilitate in-country communications, data requests, and stakeholder relationships with MCC, MCA and other relevant stakeholders.
- Partake in training, execution, and oversight of data collection activities including qualitative interviews and surveys.
Qualifications:
- Minimum of a Bachelor’s degree in economics, business, policy or a related field.
- One year of experience in research and evaluation.
- Five years’ experience conducting large-scale surveys in country.
- Experience evaluating transportation sector projects.
- Experience conducting origin-destination surveys.
- Experience conducting key informant interviews.
- Experience with qualitative research methods.
- Full professional proficiency in English and French.
- Previous experience evaluating MCC projects preferred.
