Objectives of the position

The Logistical Support Coordinator will define and implement technical logistics strategies and management systems to support the Mukwege Foundation (MF) programmes in Central African Republic (CAR). In addition, the role will consist of ensuring the coherence of logistics support and adequacy of the means provided, developing MF standards and protocols to enable the development of the mission in good working conditions, including compliance in both procurement and reporting, with the aim to optimise the impact of the projects. This role is also responsible for overall security management of the MF programmes in CAR.

Position in the organisation

The Logistical Support Coordinator will report to the Country Director and will be part of the management team, which includes the Country Director, Financial HR Coordinator, Logistical Support Coordinator and the Programme Manager.

Responsibilities

Overall responsibilities

  • Maintain and improve a robust and reliable logistics system to support the MF CAR mission in successfully performing their day-to-day work and maintain accurate filing systems, with documented and supported records of action for audit purposes.
  • Participate actively in the definition and updating of annual project planning, procurement plan and budgets, defining strategies and providing advice to the Country Director in the translation of the identified logistical/technical needs into objectives, priorities and resources needed for the mission.
  • Develop protocols and procedures, and report to the Country Director on the development of the ongoing programmes and propose reorientation strategies when needed.
  • Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.
  • Promote and encourage a culture of compliance and ethics throughout MF-CAR mission

Resource Management

  • Support and monitor the implementation of logistics/technical activities in the mission (construction and rehabilitation, stock and supply of medical and non-medical material, transport, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, etc.)
  • Supervise and coordinate all logistical matters relating to transport and fuel management and ensure that usage of both vehicle and fuel is correctly supervised, and logged and recorded.
  • Ensure technical reference and support for all logistics/technical issues in the mission and provide coaching to logistics and project staff.

Facilities management and communications

  • Ensure installation and maintenance of functional office space(s) and lodging facilities are in an adequate living condition as well as all the equipment required.
  • Ensure the proper use and maintenance of IT (computers, software, backups, etc.) and communication tools.
  • Ensure communication means in the Mission, allowing permanent communication between capital, projects and HQ. Ensure all staff in the Mission benefits from proper training on how to use communications equipment available in the Mission (e.g. satellite phones, HF/VHF radios, computers, etc.)
  • Manage all logistics staff with integrity and foresight, and in accordance with MF-HR procedures and policies to ensure that they maintain the highest standards of accountability and professionalism.
  • Coordinate the delivery of training for national staff to increase their capacities in order ensure sustainability of programs.

Procurement responsibilities

  • Carry out regularly local market surveys to ensure a full knowledge of the availability and price of local items. Ensure that all procurements are tracked and recorded and ensure that policies and procedures for procurements are adhered too.
  • Initiate the creation of procurement committee for the large tenders and purchases.

Security Management

  • Define and monitor technical aspects of the risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the mission security policy and guidelines, evacuation plan and contingency plan, performing day-to day monitoring security rules observation and reporting to the Country Director of any problem.
  • For this purpose, the Logistics Coordinator will have to create an appropriate environment to facilitate exchange of information on security situation and will be the security back up in the absence of the Country Director.

Reporting and representation

  • Ensure timely reporting on stock status, to help Program staff with planning of stock replenishment based on the procurement plan and that tracking through to end-user has occurred.
  • Advise and support Program staff to verify that distribution has occurred according to the intentions and plans of the donors and MF commitment.
  • Represent MF in meetings with Authorities and other NGOs for technical/logistics related issues.
  • Provide reporting on projects/mission evolution from the technical/logistics perspective and propose corrections if needed
  • Submit weekly and monthly logistics reports to the in-country management team pursuant with MF policies and procedures.

Skills and Competencies

ESSENTIAL

  • Minimum of 5 years demonstrable experience in the following areas: logistics management; procurement; safety and security; staff management; or resources management (construction, facilities’ maintenance, IT, communication equipments, vehicle fleet, etc.)
  • Fluent written and oral French and good command of English
  • Minimum higher vocational level training
  • Experience with working in an international organisation at the capital level
  • Demonstrable experience in supervising/managing, training and coaching others
  • Minimum of two years working experience in a fragile country or context/similar environment
  • Commitment to the aims and values of MF
  • Ability to contribute/take responsibilities as part of a Country Management Team, including project planning
  • Ability to cope with stress
  • Ability to act as part of multi-cultural and multi-disciplinary team
  • Ability to organize and prioritise workload, using initiative when appropriate

Remuneration and benefits

The Dr. Denis Mukwege Foundation offers a very competitive package for this position in CAR.

SALARY CONDITIONS:

This position is classified in the MF salary scale 9. Depending on qualifications and experience, your basic gross salary will be between €3796 – €4835 per month. In addition, you will receive an allowance of €20 per day spent in CAR.

The compensation package includes:

  • Medical insurance and medical evacuation coverage
  • 20 days annual leave
  • 3 R&R for a maximum of 5 days each
  • One air ticket from the recognised domicile (as mentioned in the contract) to Bangui at the beginning of the assignment and one air ticket from the Bangui to the recognised domicile at the end of the assignment
  • Transport and accommodation in Bangui
