Norwegian People’s Aid (NPA) is looking for an experienced manager and practitioner to be our new Logistics and Security Manager (LSM) in Juba, South Sudan (international position). You have strong leadership capabilities, interpersonal skills, and a good understanding and experience working with logistics and security in high-risk areas. The LSM is responsible for all Norwegian People’s Aid’s (NPA) logistical activities, and implementing the organisation’s safety and security systems. The LSM reports to the Country Director for NPA South Sudan, and will participate in the senior management team.

NPA has worked in South Sudan since 1986. Our country office is based in Juba and from there NPA runs a complex programme with several thematic areas; Partnership with Civil Society, Agriculture and Livelihood, and Emergency Food Security Response. NPA South Sudan has several sub-offices, around 200 staff and an annual turnover of close to USD 20 million.

In this position your main responsibilities will be:

  • Manage and supervise all NPA logistics activities, incl. procurement, warehousing, asset management, fleet management and material planning, and be responsible for the financial management of the dep
  • Ensure regular and rigorous supervision of all logistics units and hubs to ensure quality and follow up of NPA procedures and donor compliance
  • Implement and improve logistics management systems and develop local systems for internal control
  • Coordinate with all programmes and departments, and support as necessary their planning and analysis for improved cost efficiency and timely delivery of assets and services
  • Ensure that NPA part-take in relevant local and state level coordination and cluster mechanisms, and ensure appropriate liaison with national actors and agencies, on issues affecting NPA’s logistical operations and staff safety
  • Be responsible for the continued development and implementation of safety and security systems (incl. policies, plans, procedures) for NPA South Sudan, especially ensuring staff adherence to these
  • Ensure adequate security training for staff in order to ensure awareness and promote inclusion, participation, and leadership on safety and security among the entire NPA team
  • Analyse the overall security situation, threats and trends, in the existing and potential areas of programming, including through conducting regular and ad hoc security assessment missions to field locations
  • Conduct regular visits to NPA sub-offices and project sites to support staff and ensure proper logistics and security procedures and conditions
  • Manage, supervise and secure adequate capacity building of staff in the Logistics and Security department (team of some 20 national staff)

What you bring to the team:

  • Relevant education
  • At least five years’ relevant experience and demonstrated success managing logistics in structurally limited settings, for an international NGO or non-profit organisation
  • Experience working with safety and security in high risk settings, preferably with an understanding of the NGO perspective on safety and security
  • Knowledge of financial management, particularly budgeting and budgetary controls, and key donors funding conditions to ensure compliance
  • Excellent communication skills, with a high level of proficiency in English
  • Excellent interpersonal skills and ability to work in a multi-cultural/multi-national setting
  • Good computer skills

We consider it an advantage if you also have the following as part of your background:

  • Knowledge and understanding of the South Sudanese context
  • Norwegian or other Scandinavian language skills
  • Arabic and/or other South Sudanese language skills
  • Experience using Agresso and ERP-systems for logistical follow up
  • Knowledge and understanding of Norwegian/Scandinavian politics, aid-policies and donors
