Organisation Description: Johanniter-Unfall-Hilfe e.V. is a German Christian non-governmental organisation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. The Federal Headquarters are based in Berlin, Germany. Johanniter International Assistance (JIA) is the operational unit for humanitarian aid, development co-operation and emergency relief, implementing and supporting projects in Health, Nutrition, WASH as well as Food Security & Income Generation worldwide.

Background

Johanniter started their activities in Mozambique in 2019 with a focus on the Northern Provinces. The overall objective of Johanniter International Assistance’s Program in Pemba, Mozambique, is to reduce mortality and morbidity by improving the health conditions and reducing vulnerability of IDPs and host population. Johanniter’s interventions aim to improve, in close cooperation with the MoH, the provision of and access to quality primary health care and to support the improved nutrition status of children under five, pregnant and lactating women and other vulnerable people (such as elderly people, people with disability, people living with HIV/AIDS, and survivors of SGBV). Furthermore, Johanniter’s Mozambique program seeks to improve access to water, sanitation and hygiene.

In a Nutshell

You will:

■ be responsible for all logistical aspects of the Country Office across all Johanniter projects in Mozambique that will require attention to detail in preparation of documents, verification, as well as the qualitative analysis to the logistics processes

■ provide logistics input and training to relevant staff to build logistics capacity

■ ensure that the organizational logistical requirements and strategy is delivered which complies with Jo-hanniter and donor requirements

■ provide guidance and support to/and control of the Mozambique Country Offices’ logistics team and Jo-hanniter partner organizations to ensure that donor and Johanniter guidelines are complied with

■ provide assistance to the Mozambique Country Office and their Partners (where applicable) to be ac-countable for their responsibilities, to ensure that effective logistical principles and protocols are in place

What you will do:

Strategy and Vision

■ Actively supports the values of Johanniter and shapes the work according to these values

■ Supports the implementation of the country logis-tics strategy in line with the global Johanniter strategy Logistics Management Provide technical supervision and managerial over-sight and guidance to the Logistics function in the field and Pemba Logistics department:

■ Ensure implementation of logistics procedures for facility, asset, fleet and fuel management, com-munication systems and maintenance and overall programme logistics support

■ Ensure strict adherence by program and support staff to Johanniter and donor requirements

■ Allow efficient operations, comfortable accommo-dation, and office space

■ Support the logistics team to solve challenges aris-ing in the field on a day-to-day basis

■ Ensure, that effective IT / Communications equip-ment is available, in good working order, and staff understand their use, including related policies

■ Ensure that logistics documentation is organized, filed, maintained, and accessible ■ Engage with stakeholders in the Logistics cluster to stay abreast with current events and best practices

■ Provide capacity building for national staff

Procurement

■ Manage procurement processes and adhere to Johanniter and donor rules and regulations

■ Create, launch, assess and award tenders in a fair and open manner adhering to Johanniter and donor rules and regulations

■ Support budget planning of programs and logis-tics requirements

■ Oversee the provision of list/database of pre-approved suppliers

■ Inspect the quality of received goods

■ Organise exemption letters, assure tracking of procurement and post-delivery inspection

■ Provide waybills (and confirmation from fields), assure sending of items to/receiving from field

Storage/Warehousing

■ Collect and analyze relevant data, indicators, check quality of stock management systems

■ Carry out follow-up visits at project sites on a regular basis to ensure appropriate monitoring of drug management at health centre level

■ Monitor loans and donations in drug manage-ment and expiration of drugs, ensure safe dis-posal of drugs and medical products

■ Supervise warehousing conditions, classify warehouse stock and inventory to ensure the quality of drugs, prevent degradation and finan-cial damage due to expiration or theft

■ Reinforce stock management systems, proce-dures & routine controls, consumption of stocks as well as suspected irregularities

■ Manage emergency stocks (hibernation, first aid, medical kits, etc.)

Contracts/Procedures/Filing/Reporting

■ Maintain all contracts & country documentation

■ Design, roll out, implement and monitor logistics procedures, SOPs and guidelines

■ Weekly (RfP tracker, waybills, etc.); monthly (assets, stocks, etc.), quarterly, annually

Human Resource and Team Management

■ Line manages national staff ensuring that staff is committed to strive for high performance

■ Promote accountability, communicate expecta-tions and provide constructive feedback via bi-laterals and performance reviews

■ Recruit and hire national staff according to HR plans agreed by the Head of Mission

Safety and Security

■ Monitor the security situation and establish a good understanding of the context and risks as-sociated with a changing environment

■ Ensure that guidelines are followed and adapted as required, maximum preventive measures are taken, that the team is safe and well informed

■ Review and update security and contingency plans

■ Maintain regular contact with relevant networks and security stakeholders (UNDSS, INSO etc.)

Programme

■ Advise and support HoM and senior staff on any is-sues affecting programme implementation

■ Contribute to the development and planning of new project activities

Representation

■ Engage with stakeholders in the Logistics cluster to stay abreast with the current events and best practices

What you bring:

■ BA from a recognised university (Logistics/Procure-ment or 7 years Logistics/Procurement experience)

■ Past experience in medical equipment/pharmaceu-tical procurement and supply, including cold chain

■ Experience with external donor (e.g. AA, BMZ, ECHO, USAID), statutory compliance requirement

■ Fluency in English; Portuguese an asset

■ Experience traveling and working cross-culturally

■ Solid understanding of logistics processes and de-livering trainings for logistics and non-logistics staff

■ Experience in working with partner organisations

■ Able to work well within a multi-cultural staff in multiple and remote locations

■ Excellent communication skills, self-motivated, able to work in a team and motivate colleagues and staff of partner organisations

■ Willingness to travel, when necessary

What we offer:

Remuneration: 44 667- 47 018€/annum gross (Johanniter AVR DWBO Annex Johanniter internal tariff and relevant previous experience)

Benefits: 13th cheque, Social security (375€/month for expats not under German social security); rental contribution of 300 €/month; international insurance package; 29 days annual leave; yearly home flight (for contracts >1 year); CoLA (930€/ month).

Johanniter-Unfall-Hilfe e.V. (JUH; German for "St. John Accident Assistance"), commonly referred to as Die Johanniter, is a voluntary humanitarian organisation affiliated with the Brandenburg Bailiwick of the Order of St John, the German Protestant descendant of the Knights Hospitaller. The organisation was founded in 1952 in Hanover under the leadership of Rudolf Christoph Freiherr von Gersdorff. One of the main reasons for its creation was the rise in injuries and deaths from road traffic accidents (hence the word "accident" in its name). JUH participates in international aid efforts together with its sister organisations in other countries as part of the Johanniter International partnership; it also works with the German Malteser Hilfsdienst, affiliated to the Catholic Sovereign Military Order of Malta. As of 2008 the organisation had 28,300 active volunteers and youth members and around 1,500,000 registered members.Among recent developments of JUH in Germany is the establishment of local and regional groups that provide first responder services on horseback (see Mounted search and rescue).
